GENERATOR MAINTENANCE SERVICES
SDR860-13-Q-0007
QUESTIONS & ANSWERS
DECEMBER 13, 2013
1. Which will be the demand at full capacity?
The Embassy will have two 750 KW generators running at all times to meet the load.
(Which is the load of the entire compound?)
Approximately 1,500 KW.
(How many Gen-Sets will be on at the same time to support the demand of the load?)
Two.
4. ¿Cuántas horas diarias tienen planificado utilizar a cada generador? (How many hours per day you’re planning to use each Gen-Set?
At least two generators will be running 24 hours a day, seven days a week.
(What is the average percentage of load that will demand to the Gen-Sets?)
It is estimated that each of the two generators online at any given time will handle approximately 50 percent of the total load.
(How many work hours does each Gen-Set have?)
The generators were installed in January 2013.
(What is the commissioning date of each one? Are they still under Warranty?)
The generators were installed in January 2013. They will be under warranty for one year after the Embassy moves into the new building.
(Is this proposal only for the services mentioned on the article 4.1? This question comes out do to several points in the Addendum SF-1449, where mentions the word ¨reparations¨, but in the detail of the article 4.1 it only includes labors of maintenance, not reparations. What do you refer with the word ¨reparations¨?)
It is intended that the Contractor will provide routine maintenance on the schedule outlined in the contract solicitation. If, during the routine maintenance the Contractor discovers that a minor repair/replacement must be performed in order to ensure the proper functioning of the generator, this is covered by the contract. It is natural that parts will wear out over time and the Contractor will replace those parts during maintenance in order to repair the proper functioning of the generator. The objective of scheduled routine maintenance is to eliminate or minimize generator malfunction, breakdown and deterioration. Contract maintenance must ensure continuous, safe, and satisfactory operation of all generators, their parts and components.
Thus, the Contractor can minimize the need for repairs by performing effective maintenance.
What is not covered in the contract is repairs that must be performed outside of the periodic maintenance visits. Those repairs will be quoted separately.
(If during the routine inspections we find parts that we have to change or reparations that we have to do and that they are not included in the points of the article 4.1, do we have to do different quotation for this? Or how we could proceed in this case?)

(On the Addendum SF-1449 there is mention of one visit per month, but for the way that we work and our experience we believe that it is necessary more visits per month. Could we make our final proposal based on more than one visit per month?)
Yes, offerors may make suggestions in their proposals. However, please note that all of the basic proposal requirements must also be met (Section 1, Section 3, Section 4, Section 5.)
(Among the points required of the annual Generator Maintenance Services it mentions that we will have to do a Full Load Test. Do we have to do this with a Load Bank or it could be done with the load of the compound?)
There will be a load bank in place.
(In part the labors that we should do we have: take lube oil samples, coolant and fuel for analysis. Normally they will not be any impediment in realizing the analysis of the coolant and lube oil samples, because the winner of this bidding will supply these fluids, but in the case of the fuel sample this should be made by the Fuel Supplier. Is it stipulated to the winner to do the Fuel analysis?)
The Contractor shall perform the fuel analysis as well.
(On the article 4.1 the inspections and the generator maintenance service are based on time (months) not in hours, also that they are not attached to the manual of operation and maintenance of Cummins. Why this change? Can we do this in based on what manufacturer recommends?)
Please look at the attachment of this email, with the maintenance schedule according to Cummins.)
Per the contract solicitation, “The Contractor shall provide a trained mechanic to inspect and service every generator and related peripheral equipment once a month, every month of the year to maintain the equipment to manufacturer’s specifications. Following the manufacturer’s recommendations, the Contractor shall also perform more involved maintenance at different intervals.”
(One of the requirements of this bidding is that the materials should have 12 months of warranty. The warranty of the Cummins parts is of one year, except for belts, pipes and hoses (they have one year or 500 working hours, whichever occurs first). The warranty of Fleetguard (Cummins Filtration) depends on the product type purchased. Please look at the attachment with the warranty coverage of Cummins and Fleetguard. Could we base us on the warranty of the manufacturer?)
The Contractor may base the parts warranty on the manufacturer.
