Test
• It is an objective of the SDA Transport Layer to ensure interoperability with all required systems prior to launch.
• Simulations, test beds, and flight unit assessments and tests will be performed to verify compatibility/interoperability.
• Contractors shall demonstrate ability to conduct operations through a common ground station, and various space, ground and air terminals.
• The satellites will have data link and network layer interoperability via adopted commercial standards and protocols (with identified modifications e.g., using OISL profile)
• Engineering Model (EM) demonstrations are highly recommended, Flight Model (FM) testing is required.
• Once the constellations are on orbit new terminals will be tested with HWIL/SWIL test beds or other test units to ensure interoperability.

Supply Chain
Small Satellite Supply Chain
• Focus Primarily on Tier 1 – Tier 4
• U.S. Defense Industrial Base
• Components, Subsystems, Buses
• Specific Focus
• Solar Cells
• Batteries
• Reaction Wheel Assemblies
• Star Trackers
• Rad-Hard/Rad-Tolerant Electronics
SDA Supply Chain – Radhard Electronics
• Small Sat Market
• Rad Hardened – Low Risk, Expensive, Overkill
• COTS Products/Up-Screen – Higher Risk for First Missions
• Rad-Tolerant Strategy – Compromise Between Rad Hardened and Up-Screen
• Small Sats Require Less Stringent Requirements
• Less Harsh Radiation Environment
• Shorter Mission Life – 5 Years
COVID-19 Impacts to Small Satellite Market
• Venture Capital (VC): most smallsat companies are funded by VC
• VCs may watch from the sidelines with “wait and see”
• VCs reserve capital for other portfolio companies
• COVID-19 will force VCs to realign priorities
• COVID-19: Difficult for VCs and Small Sat companies to raise capital
• COVID-19 impacts may impact the supply chain to some companies
• Countries with quarantines impact schedule

• Technical Subfactors:
1. Overall Technical Solution
2. Data Rights
3. Low-Latency Intersatellite Crosslinks
4. Link 16 Tactical Data
5. Networking/Routing
• Subfactor 1 evaluation will focus on the offeror’s demonstrated understanding of all objectives in the Statement of Work and technical risks in the proposed solution to satisfying those risks
• Subfactor 2-4 evaluation will focus on technical performance, system pedigree, and technology readiness, and test, evaluation, and risk reduction and mitigation plans
Evaluation Factor 3: Past Performance
Adjectival Rating Description
Very Relevant Past or ongoing efforts involve the same scope, magnitude, and complexity required to meet the Attachment 1 Statement of Work
Relevant Past or ongoing efforts involve similar scope, magnitude, and complexity required to meet the Attachment 1 Statement of Work
Somewhat Relevant Past or ongoing efforts involve some of the same scope, magnitude, and complexity required to meet the Attachment 1 Statement of Work
Not Relevant Past or ongoing efforts involve little or none of the scope, magnitude, and complexity required to meet the Attachment 1 Statement of Work
Relevancy Rating
Adjectival Rating Description
Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence
Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Neutral Confidence No recent/relevant performance record is available, or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.
Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will successfully perform the required effort. Proposal is not awardable.
