About this file

This is a standard manhole specification document for the City of Hayward, California's 2025-2026 Sewer Manhole Rehabilitation Project. The project encompasses rehabilitation services for 21 aging manhole structures serving approximately 160,000 residents across 325 miles of sewer mains in Alameda County. The scope of work includes two primary categories: channelizing existing manhole bottoms with concrete to enable smooth wastewater flow and rehabilitating manholes through application of mortar and epoxy composite corrosion barrier lining systems. Contractors must provide pricing for five line items: mobilization/demobilization, traffic control, sewer bypassing and flow control, rehabilitation of 10 existing manholes, and channelization of 12 existing manholes. All work must be completed within 90 calendar days from the Notice to Proceed date. Electronic bid submissions are required through the OpenGov Procurement platform with questions due by May 1, 2026, and proposals due by May 11, 2026, at 4:00 p.m. The City intends to issue award notification on May 22, 2026.

Qualified contractors must hold a California state contractor's license, demonstrate a minimum of five years of direct experience in sewer manhole rehabilitation, and provide evidence of successful completion of at least five similar projects within the past two years. The City will award to the lowest-cost proposal meeting all specified experience and qualifications requirements. No set-asides or disadvantaged enterprise designations have been established for this procurement. All workers are subject to prevailing wage requirements under California Labor Code Section 1770 et seq., and contractors must register with the Department of Industrial Relations before commencing work. Successful contractors must furnish Labor and Materials Bonds and Performance Bonds in amounts equal to 110 percent of the contract price, maintain Workers' Compensation insurance, and carry public liability insurance with minimum single limits of $1,000,000. Liquidated damages are assessed at $300 per calendar day for delays beyond the 90-day completion deadline. No specific contract award value or budget range is disclosed; pricing will be determined through the competitive bidding process.
