About this file
This is a comprehensive bid set for the Scott Community Center Interior Renovation project located at 242 Scott Hill Road, Saint Helena Island, South Carolina 29920, involving the South Carolina state and local government procurement process. The project scope encompasses interior demolition, installation of new cabinetry and countertops, flooring replacement, interior painting, ceiling tile system repairs or replacement, LED light fixture installation, restroom renovations, replacement of an existing electric water heater with a propane tankless unit, and coordination of security camera conduit for low-voltage wiring. The building is 2,987 square feet of assembly-use space (A-2 occupancy type) on the first floor. The construction documents include architectural, mechanical, plumbing, and electrical drawings prepared by Jeff Lewis, AIA, with mechanical design by MECA, Inc., plumbing by MECA, Inc., and electrical by ETi Engineering, LLC. The project number is 22-031-3, and the existing building conditions must be verified by contractors prior to bidding through mandatory site visits.
The project specifications establish a liquidated damages clause of $250 per calendar day for any delay beyond the specified substantial completion date. Performance and payment bonds are required in the amount of 100% of the contract value using AIA Document A312-2010. Commercial general liability insurance with limits of $1,000,000 per occurrence and an umbrella policy of $3,000,000 are mandatory, along with workers' compensation and employers' liability coverage. The contractor is responsible for all plan review and permit fees, water and sewer impact fees, and connection fees. Submittals must be reviewed and approved by both the general contractor and relevant subcontractors before architect review, and the project manual specifies compliance with the 2021 International Building Code with South Carolina modifications, the 2021 International Plumbing Code, and the 2009 South Carolina Energy Conservation Code. A pre-proposal conference was scheduled, and the project requires third-party testing and balancing of mechanical systems and camera inspection of below-slab plumbing prior to final acceptance.

Approved mockups may be allowed to be incorporated into the Work if installed where applicable to the final construction and not interfering with subsequent construction.
D. Tests and Inspections: Contractor shall be responsible for any tests and inspections not explicitly assigned to Owner. Perform additional quality-control activities required to verify that the Work complies with requirements, whether specified or not.
1. Retesting/Reinspecting: Regardless of whether original tests or inspections were Contractor's responsibility, provide quality-control services, including retesting and reinspecting, for construction that replaced Work that failed to comply with the Contract Documents.
2. Coordinate sequence of activities to accommodate required quality-assurance and control services with a minimum of delay and to avoid necessity of removing and replacing construction to accommodate testing and inspecting.
3. Schedule times for tests, inspections, obtaining samples, and similar activities, including with any Owner-hired testing and inspection parties.
4. Repair and protection are Contractor's responsibility, regardless of the assignment of responsibility for quality-control services.

B. Field Offices & Storage: Provide any necessary facilities for Contractor and Subcontractor use of offices and storage of materials. 2. Provide temporary erosion and sedimentation control, stormwater control, and tree/plant protection as required by authorities having jurisdiction and in accordance with the plans and specifications.
1.23 PRODUCT REQUIREMENTS
A. Deliver, store, and handle products using means and methods that will prevent damage, deterioration, and loss, including theft and vandalism. Comply with manufacturer's written instructions.
B. Warranties specified in other Sections shall be in addition to, and run concurrent with, other warranties required by the Contract Documents. Manufacturer's disclaimers and limitations on product warranties do not relieve Contractor of obligations under requirements of the Contract
Documents.
1.24 EXECUTION
A. Existing Conditions: The existence and location of underground and other utilities and construction indicated as existing are not guaranteed. Before beginning sitework, investigate and verify the existence and location of underground utilities, mechanical and electrical systems, and other construction affecting the Work.
B. Examination and Acceptance of Conditions: Before proceeding with each component of the Work, examine substrates, areas, and conditions, with Installer or Applicator present where indicated, for compliance with requirements for installation tolerances and other conditions affecting performance. Proceed with installation only after unsatisfactory conditions have been corrected. Proceeding with the Work indicates acceptance of surfaces and conditions.

B. Inspection: Submit a written request for inspection to determine Substantial Completion a minimum of 10 days prior to date the work will be completed and ready for final inspection and tests. On receipt of request, Architect will either proceed with inspection or notify Contractor of unfulfilled requirements.
C. Final Completion Procedures: Submit documentation that all items previously indicated by Contractor or Architect for correction or completion have been properly addressed.
D. Final Cleaning: Perform final cleaning once all items have been addressed, all excess materials, tools, and equipment have been removed, and facility is ready to be turned over to Owner for use.
1.27 OPERATION AND MAINTENANCE DATA
A. Format: Submit operations and maintenance manuals in PDF electronic file format, as well as one hard copy in a binder with tabbed sections.
B. Content: Include operation data required for Owner to properly operate and maintain all systems and components on the facility and on the facility site. Include manufacturer ’s manuals, maintenance documentation, procedures, service contracts, warranties, or similar information.
