About this file
This is a Statement of Qualifications Scoring Criteria document used by Johnson County, Georgia to evaluate architectural and/or engineering firms for the FY 2026 CDBG Community Service Center project. The county is requesting statements of qualifications and proposals from licensed architectural firms in Georgia with demonstrated experience in implementing Community Development Block Grant (CDBG) programs for local governments. The project involves renovation of an existing building for use as a multi-purpose community service center. Responding firms must submit information including firm history and resources, CDBG and other DCA grant program experience, key personnel qualifications, current workload, proposed scope and level of service, experience with similar projects and references, and Errors and Omissions Insurance documentation. The preliminary architect report (PAR) is required no later than February 2, 2026, with design and construction management services to be provided if the project receives funding.
The evaluation criteria assess firms across five dimensions, each scored on a scale of zero to two points (Poor, Good, or Excellent): ability to provide necessary disciplines, key personnel experience with similar projects, quality of reference information, prior experience with comparable projects, and competitive pricing. Evaluators must also confirm whether the firm can meet the PER/PAR deadline and verify Errors and Omissions insurance coverage. All contracts are subject to federal and state provisions prescribed by the Georgia Department of Community Affairs. The project is covered under Section 3 of the HUD Act of 1968, and Section 3 Business Concerns are encouraged to apply. Firms should submit proposed fees and percentages for preliminary architect services and design and construction management services contingent upon project funding.
