About this file

This is a Scope of Work document issued by the Escambia County Neighborhood Enterprise Division (NED) for residential rehabilitation services at 28 N. Jamaica Street in Pensacola, Florida. The project encompasses plumbing repairs, including replacement of a bathtub with a paneled wall shower unit compliant with county code, installation of new brass shutoff valves, braided supply lines, and replacement of old piping and fittings, as well as drywall repairs to match existing surrounding areas. A mandatory on-site walkthrough is scheduled for April 14, 2026, at 9:00 AM, with quotes due by April 22, 2026, at 1:00 PM. Quote review and contractor selection will occur on April 23, 2026, at 1:00 PM at 221 Palafox Place, Pensacola, Florida. The project must be completed within 60 days from the start date, with liquidated damages assessed at $150 per day for work exceeding the contract period. All bids must be submitted electronically through the OpenGov portal only, and bidders must complete all numbered pages of the scope of work with itemized pricing and total cost or face bid rejection.

Contractors must include labor, overhead, permits, insurance, and profit within each itemized line-item price rather than listing these separately. For projects valued under $15,000, payment will be made as a lump sum upon completion; for projects over $15,000, contractors are eligible for a 40% draw upon 50% completion confirmation and a substantial completion draw thereafter, with final payment contingent upon building inspections, homeowner acceptance, and submission of required documentation. For projects valued at $25,000 or higher, 100% Performance and Payment Bonds are required prior to the Notice to Proceed date. Contractors must maintain current W-9 forms, Sunbiz registration, Worker's Compensation insurance as required by state law, and Commercial General Liability, Automobile Liability, and Pollution Liability coverage of $1,000,000 with Escambia County listed as an additional insured. Eligible contractors must be licensed, insured, and in good standing with the county; new county contractors must submit a letter of insurability. The contract will be awarded to the lowest and most responsible bidder, and no federal funding is allocated for this project.
