About this file

This is a Scope of Work document issued by Escambia County Neighborhood Enterprise Division for a housing repair project under the SHIP (State Housing Initiatives Partnership) program at 2706 W. Baars St, Pensacola, Florida. The project involves comprehensive rehabilitation of an owner-occupied, single-family residence to improve safety, energy efficiency, and accessibility in compliance with federal, state, and county regulations. The primary work scope includes replacement of the entire septic system according to Florida Department of Environmental Protection regulations, with restoration of all yard damage, fence, and landscaping to original conditions, including grading, seeding, and one post-completion warranty visit for settlement repairs. A mandatory on-site walk-through is scheduled for May 13, 2026 at 9:00 AM, with quotes due by May 21, 2026 at 1:00 PM and quote review on May 22, 2026 at 1:00 PM at 221 Palafox Place, Pensacola, FL 32502. The project has a strict 60-day completion timeline from the contract start date. The payment structure provides for lump sum payment at project completion for bids under $15,000. For bids exceeding $15,000, a 40 percent draw is available upon NED confirmation of 50 percent work completion, followed by a substantial completion draw within 20 business days for remaining incomplete items at 150 percent of line-item costs, with final payment issued upon completion, inspections, homeowner acceptance, submission of warranty papers and RRP checklists, and clearance of construction debris. Liquidated damages of $150 per day apply for work extending beyond the 60-day contract period. Contractors must submit current W9 documentation, Sunbiz registration, Worker's Compensation certificates or exemptions, and Commercial General Liability and Automobile Liability insurance with $1,000,000 coverage naming Escambia County as certificate holder and additional insured. For projects valued at $25,000 or higher, 100 percent Performance and Payment Bonds are required, with recording responsibility assigned to the contractor. All contractors must maintain current state contractor licenses, county competency board and business licenses, EPA RRP certifications, and federal non-debarred status; the county reserves the right to award to the next most responsive bidder if required documentation cannot be produced timely.
