US Embassy, New Delhi

1.0 Background and Purpose:

Embassy of the United States of America in New Delhi has a requirement to hire services of a contractor to do elastomeric coating (labor only) on corrugated roof of office building.

Work involves erection of scaffolding and experience labor for carrying out the work of coating. Approximate area is 11,500 square feet.

2.0 GENERAL REQUIREMENTS

a. Contractor shall provide personnel, material, equipment, and supervision to complete the technical requirements in this Statement of Work. Contractor shall follow security and safety (please refer attached OSHA Guidance for Safety) directions as explained by the COR.

b. Contractor and his workers will have limited access to the work site and shall not go to any other place in compound until and unless approved by COR.

c. Contractor has to bring in the scaffolding material and stack them properly with barricading around to restrict any unauthorize entry into the space.

d. Any damage that occurs to the building, equipment, furnishings or landscaping due to the failure of Contractor to properly protect and secure the work site while the roof project is in progress shall be Contractor’s responsibility to repair or replace the damages that have taken place matching to existing at Contractor’s expense.

3.0 Scope of Work

Erection of Scaffolding:

3.1 Under this contract, contractor must provide and install metal scaffolding (cup loc scaffolding) to reach a pitched roof approximately 30 above the ground level on one side of the building and create anchoring points on the other side (length wise) to anchor the safety ropes to support attachment of safety belts. Contractor can verify the height and width during walk through. Any ambiguity later will not be considered. Below are the works which contractor must furnish:

3.1.1 Storage Area:

Contractor will be provided with a designated space for storage of tools and tackles to work on this project.

3.2 Contractor shall follow below steps to get the scaffolding erected:

Step 1: Contractor must get the scaffolding designed for its sturdiness and resistance against overturning moments from a certified third party. A certified copy of the scaffolding design will be required.

Step 2: Contractor shall share safety plan for entire work. Contractor shall get the scaffolding installation designed and inspected by a competent authority and obtained approval from COR.

Step 3: Upon approval of scaffolding design, contractor shall make barricading for the designated storage space on the compound.

Step 4: Upon approval of the barricading, contractor shall bring the scaffolding material on compound. All the material will be checked for its functionality and safe work performance.

Step 6: The Contractor must provide a qualified English-speaking supervisor for the entire duration of work.

Step 7: It will be the Contractor Supervisor’s responsibility to check on the sturdiness of scaffolding each day before start of work and ensure that it is safe to work on it.

It is the responsibility of the Contractor to ensure that all scaffolding material is in sound condition, regularly inspected and kept on record.

Step 8: The Contractor shall supply his own transport of adequate size to move own labor, materials, tools, and equipment in order to provide an effective and efficient. service. No claims will be accepted for costs for additional equipment requirements, consumables and standing time.

Step 10: Inclined stair flights (45º) are mandatory as a means of access to and egress from work platforms, unless it is not practical to install inclined stairs flights such as where there is no space for the inclined stairs flights. An additional Risk Assessment should be carried out and recorded in these instances.

Step 11: For ease of installation, stair flights shall be of light construction but capable of withstanding imposed loads.

Step 12: The maximum load rating of scaffolding systems should be clearly indicated in the submission.

Step 13: Contractor shall tie a jute / PVC rope approximately 2” in diameter from one end to another end of the building (along the length of the building) for workers to tie in their safety harnesses while working. This is an advise to the contractor but contractor will be ultimately responsible for the safety and security of his workers. Contractor is liable to find a suitable and mutually acceptable way to tie the safety harnesses of workers during work timings.

4.0 Elastomeric Coating

4.1 SUMMARY:

A. Approximate area to be repaired / treated is approximately 10,000 square feet. The are where this coating has been proposed is a pitched corrugated roof above a prefab structure on second floor level. The proposed roof repair using a solvent-based elastomeric acrylic coating includes, but is not limited to, the following:

1. Clean/Pressure wash roof areas and allow to dry.

2. Perform minor repairs to masonry.

3. Begin coating repair work at low end around roof drains.

4. Apply one coat primer on all surfaces and allow to dry.

5. Apply grey base coat (first coat) and lay reinforcement fabric.

6. Apply second coat and embed reinforcement fabric (three layers on entire roof area) on all base flashings (up-turns) around roof perimeter or penetrations.

7. Allow to dry.

8. Apply elastomeric coating and fabric material to all projections, perimeter, and penetrations.

9. Apply a white finish topcoat over the first and second base coats on the entire roof area. Using a white coat over a grey base coat allows for a more uniform and thorough application.

4.2 PROJECT PROCEDURES:

A. Embassy will occupy premises during entire period of construction for the conduct of normal, daily operations. Contractor shall conduct his operations to ensure least inconvenience to Embassy’s operations.

B. Contractor shall take precautions to avoid excessive noise or vibration that would disturb Embassy’s operations. When directed by Embassy, Contractor shall perform certain operations at designated time of day or night to minimize disturbance.

C. Working hours shall be 8:30 AM to 5:30 PM Monday through Friday. No work shall be done on Saturday, Sunday and mission holidays unless otherwise approved.

4.3 Application:

4.3.1 PREPARATION OF SUBSTRATE

A. Contractor shall determine the condition of the existing structural deck/substrate. All defects in the deck or substrate shall be corrected before new solvent-based elastomeric coating commences. Areas of deteriorated deck/substrate, porous or other affected materials must be removed and replaced with new to match existing.

B. Surface preparation is the most critical procedural requirement in paint applied coating systems. Remove all loose particles, delaminated paint, oil, grease, laitance, efflorescence, mild, mildew, loose old coating, and other foreign materials. Areas shall be first scraped, swept clean, and then thoroughly power washed. Use high power adjustable pressure washer with a minimum 3500 PSI (Pounds per Square Inch) mechanical spray device.

C. Each individual container of elastomeric primer and topcoats shall be thoroughly mixed using a heavy-duty drill on slow RPM (Revolutions per Minute) with an elongated mixing paddle bit that will reach the bottom of the container. Coating shall be a uniform color, with no light or dark streaks present. Flashing Grade material typically does not require mixing.

D. Coatings shall be applied in temperatures of fifty degrees Fahrenheit (50°F / 10°C) or greater.

4.3.2 THINNING SOLVENT-BASED ELASTOMERIC FOR SPRAY EQUIPMENT

A. Thinning Mix: One-quart mineral spirits to 5 gallons solvent-based elastomeric.

1. Pour 1 gallon from a 5-gallon pail coating into another container. Add one-quart mineral spirits to 4 gallons and mix thoroughly. Use an electric drill and mixing paddle. Add portions of the removed 1 gallon and continue to mix until the coating is properly thinned.

2. Spray applies thinned elastomeric coating in two coats to meet minimum thickness.

B. Additional Thinning Mix: Maximum two quarts mineral spirits to 5 gallons elastomeric.

1. Spray applies thinned elastomeric coating in three coats to meet minimum thickness.

C. DO NOT thin elastomeric coatings for brush or roller applications except for primer application described below.

4.3.3 FIRST COAT PRIMER APPLICATION

A. If required by manufacturer to use Elastomeric coating as a priming coat; dilute with 20% water, mix well prior to application as a primer of existing coating.

B. Coverage rate: Apply primer at 0.7–1.4 gallons (2.65-5.30L) per 100 square feet (9 SM)

C. Brush, roll or spray the elastomeric primer evenly onto the surface to fully saturate the substrate in one application with brush or roller: multiple applications with sprayer. DO

NOT allow primer to pond or collect in low areas. Apply primer up to the perimeter roof edge of the flashing terminations and penetrations.

D. Areas observed with residual “bleed” through of prior surfacing causing discoloration shall be re-primed to prevent discoloration.

E. Allow standard primer to cure for a minimum of four (4) hours before reinforcing fabric embedment into base coat.

4.3.4 GREY BASE COAT APPLICATION and REINFORCING FABRIC EMBEDMENT

A. Coverage rate: Apply Base Coat at 0.7–1.4 gallons (2.65-5.30L) per 100 square feet (9 SM)

B. Reinforcing fabric embedment requires either a large hand brush or roller application to evenly lay the fabric within the coating. The coating shall be rolled or brushed liberally and evenly onto the surface using a broad, even strokes.

C. The fleece fabric can only hold so much coating and all excess shall be rolled forward to the unsaturated fleece, eliminating ponding or excessive build-up.

1. Reinforcing Fabric Full Coverage: Roll out polyester fleece with smooth side facing up (natural unrolling procedure) into the primer. The fleece will begin to rapidly saturate with the liquid coating.

2. Use a medium nap roller or brush to work the primer into the fleece, saturating from the bottom up, and eliminating air bubbles, folds and wrinkles.

3. The appearance of the saturated fleece shall be light opaque with no white spots.

White spots where fabric clearly shows through, are indications of unsaturated fleece or lack of adhesion.

4. Allow 75mm overlap for all side joints and 100mm overlap for all end joints.

D. Apply final coat of grey elastomeric coating on top of fleece fabric to finish the saturation of the fleece. Roll this final coating into the fleece, shall result in a semi-gloss appearance.

Be careful not to “pull up” the fabric. Allow first grey base coat to dry sufficiently to “hold” fabric.

E. Allow grey base to cure for a minimum of twenty-four (24) hours before finish coats.

F. DO NOT apply coating over primer prematurely. Primer exposed to excessive moisture, primer used as temporary waterproofing, or primer older than eight (8) days. Exposure of the coating more than eight (8) days may require removal and application of new primer.

4.3.5 FINISH WHITE TOPCOAT APPLICATION

A. Coverage rate: Apply White finish topcoats at 0.7–1.4 gallons (2.65-5.30L) per 100 square feet (9 SM). Based on first finish coat smooth texture, the second topcoat may be reduced to 0.5 gallons (2.50L) to 100 square feet (9 SM). Coating to be White in color.

B. Brush, roll or spray the elastomeric topcoat evenly onto the surface to fully saturate the primed surfaces in one application with brush or roller: multiple applications with sprayer.

DO NOT allow coating to pond or collect in low areas.

C. Apply elastomeric topcoat up to the perimeter roof edge of the flashing terminations and penetrations.

D. Allow to cure for a minimum of twenty-four (24) hours before second finish coat.

E. DO NOT allow any excess coating to remain on the surface, the correct amount of coating will leave no fibrous surface texture from the fleece fabric. The final coating should be smooth, uniform, and bright white.

F. Dry finish (2 prime coats + 2 topcoats) thickness: 48 mils.

G. The entire roof shall be flood tested following the installation of the new waterproofing system. Drains will be temporarily blocked to create a situation for standing water. Allow water to stand for a minimum of 1 hour while inspecting the lower floors for leaks.

Maximum water depth of 100mm.

5.0 Working Hours:
