About this file
This Scope of Work document is issued by the Ohio Department of Natural Resources (ODNR) - Division of Wildlife for the Tippit Marsh Embankment Stabilization project at Pickerel Creek Wildlife Area in Vickery, Ohio. The project requires a contractor to provide labor, materials, and equipment to stabilize wetland embankments through maintenance and refreshment of armoring stone across five specific tasks totaling 6,700 linear feet. The work involves mowing vegetation, repairing damage from rodents and wave action, regrading slopes, and placing crushed stone (Type "D" Riprap) with specific placement requirements. A mandatory pre-bid meeting is scheduled for Tuesday, March 18, 2024, at 9:00 AM EST, and attendance is required for bid consideration. The project timeline requires completion by June 30, 2025, with the contract to be awarded to the lowest responsive and responsible bidder.
The contract requires bidders to submit pricing for all five tasks, with failure to do so potentially resulting in a non-responsive bid. Preference will be given to domestic and Ohio-based products, with potential additional preferences for veteran-friendly businesses. Prevailing wage rates are applicable, and contractors must comply with various statutory obligations including non-discrimination, drug-free workplace requirements, and potential utilization of Minority Business Enterprises (MBE) and Encouraging Diversity, Growth, and Equity (EDGE) vendors. The ODNR encourages the use of tracked machines and low-ground-pressure equipment to minimize environmental disruption, and contractors must restore any rutting on embankments by backfilling, compacting, and seeding with an approved cool-season mix.

Evaluation:
The contract will be awarded to the lowest responsive and responsible bidder as determined by the
State.
Preference:
The State will apply all preferences pursuant to Ohio Administrative Code 123:5-1-06.
Following the initial evaluation and scoring, all proposals will be considered for preference. (A) For the Buy American preference, if any Offeror offers a product that is not a domestic source end product, the State will add the applicable percentage of the total available points to the total score of each Offeror offering a domestic source end product.
(B) For the Buy Ohio preference, if any Offeror is a Buy Ohio Offeror claiming the preference, the State will add the applicable percentage of the total available points to each Buy Ohio
Offeror’s total score.
mailto:james.d.brown@dnr.ohio.gov
(C) If claiming the preferences in (a) and (b) based on the product(s) offered, an Offeror is only eligible to receive the preference if the cost of the product(s) offered exceeds 50% of the total offered cost for products and services. A Buy Ohio Offeror is also eligible to receive the
Buy Ohio preference based on its significant economic presence in Ohio or a border state.

Bidders must submit pricing on all tasks, based on the total linear feet specified for each individual task. Failure to do so may result in the bid being deemed non-responsive.
The awarded contractor will be required to sign an Addendum to Bid Quote or Personal Services
Agreement. Example attached.
