About this file
This document is a Scope of Work for a post-herbicide treatment project for tree-planted acres managed by the Illinois Department of Natural Resources (IDNR) Division of Forest Resources. The project involves two sites: Burning Star (64 acres) in Jackson County, and Ten Mile Creek (6.5 acres) in Hamilton County. The IDNR is seeking an experienced reforestation contractor to apply herbicide treatment to the tree seedling plantings in these areas, which were planted in the summer of 2021. The contractor must have a valid Illinois Department of Agriculture commercial pesticide applicator's license and complete the herbicide application no later than May 20, 2022, subject to approval by the IDNR District Foresters. The contractor will be responsible for supplying all herbicide products, additives, and application equipment, and must ensure at least 70% weed and grass control effectiveness over 90% of each treated area by June 15, 2022.
The contractor will be required to follow IDNR protocols for working on state land, including use of appropriate personal protective equipment and emergency supplies. Payment will be made separately for each application area, and invoices must be submitted electronically to the IDNR by June 30, 2022. The IDNR will approve the completion of the work in writing by June 24, 2022.

10 Mile Creek District Forester - Jenny Lesko, Jennifer.Lesko@illinois.gov, 217-782-2954
6.5 acre site (38.081908, -88.614465); These acres located in Knight Prairie Township, Hamilton County, Illinois were planted in summer of 2021 and originally were a fallowed field having a mixed groundcover of broom sedge, goldenrod, cocklebur, other grass and some fescue (minor). There is a water spigot at Ten Mile Creek about ¼ mile away the contractor can use. NOTE - Spray only while the field is less than 25% standing water. These acres do flood sometimes and we do not want herbicide to drain into the creek.
Herbicide shall be labeled aquatic safe. Broadcast spray entire site to kill grasses and sedges in combination with a preemergent.
Contractor must supply all herbicide products, necessary additives and adjuncts to treat up to 70.5 tree planted acres; apply herbicide product or product mix by broadcast or in bands as specified; use herbicide products, application rates and timing recommended as per label and, agreed and approved in writing by the listed IDNR District Forester to suppress and control annual weed and grass competition without injuring trees; use aquatic safe herbicides when acres are adjacent to water bodies and or where necessary; wear appropriate Personal Protection Equipment when applying herbicide products or mixes; assure treatment is working and effective over 70% of each application row area across at least 90% of the all treated acres by June 15, 2022 unless otherwise approved in writing by an IDNR District Forester; and use only licensed herbicide products, rates and timing according to the original product labels for the target of releasing planted hardwood tree seedlings from grass and aggressive weeds present or expected.
The contractor is responsible for having the water necessary for specified herbicide applications. No well heads, spigots or water supply exists in the fields specified. If a State accessible water source is available to IDNR, the IDNR Forester will make this water source available to contractor.
The contractor will be required to abide by and operate within ingress and egress standards, general rules for working on state land, operating and equipment protocols, requirements for having appropriate first-aid, emergency supplies, PPEs such as first aid kits, spill kits, protective wear and other standard work obligations.
The weed control and suppression must be at least 70% effective over 90% of each field by June 15, 2022. The completion of the each of the project areas will be approved in writing by June 24, 2022 by the oversight IDNR District Forester of that project area, Ben Snyder for Burning Star and Jenny Lesko for 10 Mile Creek.
The IDNR Division of Forest Resources must be specifically invoiced for each individual herbicide application area by the titles given to each in this Scope of Work for the herbicide application promptly after the work is completed and no later than June 30, 2022.
