PROJECT TITLE: Boat Ramp and Dock Improvements
PROJECT NARRATIVE:
The Illinois Department of Natural Resources, hereinafter referred to as DNR, is seeking bids to make improvements to the existing boat ramp and courtesy dock located at the Paul Ice Boat Access Area. The objective of this project is to remove and replace damaged concrete on the ramp, including some curbing, install new floats under the courtesy dock, remove and replace wood walers, vinyl molded rubrails, spud poles and guides, and remove and replace the existing gangway, with a new ADA compliant gangway with handrails. Additionally, the decking, walers, and rubrails shall be removed and replace on the “E” shaped dock located just north of the boat ramp.
SCOPE OF WORK:
This project will consist of the Vendor providing all labor, equipment, and materials required to complete the scope of work as follows:
Boat Ramp and Courtesy Dock Area
Demolition
The Vendor will be required to sawcut and remove approximately 60 square feet of concrete from both the north and south boat ramp lanes for a total of 120 square feet, detach and remove eight (8) dock floats, remove the existing wood waler boards including vinyl rub-rails on the boat docks, remove the existing gangway bridge, and remove both spud poles and guides.
Installation
Dock Floats: The Vendor will replace the eight (8) floats located under the deck of the floating dock. The existing floats measure 32”x44”, but it’s the Vendor’s responsibility to verify all dimensions for the replacement floats. Float Requirements: Floats shall carry a 15-year warranty. They shall have a nominal 0.150-inch wall thickness and are rotational molded from virgin grade materials with UV inhibitors assuring long life. The polyethylene shall be unaffected by saltwater, oil, gasoline, and most chemicals. The floats must be completely filled using a 1 to 1.5 density EPS. Floats must have a flat top configuration, a vent plug, and molded heavy duty mounting flanges and slots. Floats must meet or exceed U.S. Army Corp. of Engineers Regulation #36 CFR Part 327, absorption test and falling dart test. Total buoyancy rating of the replacement floats and resulting dock freeboard height must be equivalent to that of the existing floats, and also account for any additional dead load added as part of this project.
Dock Walers & Vinyl Rubrails: Vendor shall provide and install new 2”x8” fiber reinforced recycled plastic lumber around the perimeter of the floating dock, known as walers. This recycled plastic lumber shall be manufactured for a marine environment to resist water, mildew, moisture, and most chemicals. Hardware must be compatible with the fiber reinforced recycled plastic lumber. New white vinyl rubrails will be installed on the walers around the perimeter of the floating dock, including two (2) corner bumpers installed on the lake end of the dock. The “P” style rubrail is preferred. Fasteners must be stainless steel screws. Staples and nails will not be accepted. The estimated quantity for both the walers and rubrails is approximately 60 linear feet.
Spud Poles & Guides: The existing spud poles and guides will be replaced with a two-pile anchorage system with telescoping driven or screwed-in-place steel piles. All piles must be at minimum four (4”) inches in diameter and will be attached to the dock using a hoop pile guide system sized to accommodate the pile diameter. The anchorage system shall hold the dock secure through water fluctuations and allow for lateral movement without binding, catching, or hanging.
Gangway: The Vendor will install a new 4’ wide by 24’ long gangway with handrails in the same location as the existing access-bridge. The new gangway can be constructed from either galvanized steel or aluminum. All welds shall be in strict accordance with applicable sections of the American Welding Society Requirements. All bolted connections for galvanized steel stall be made with A325 Hot Dip Galvanized or stainless-steel bolts of required strength to withstand the design loads. All bolt holes shall be shop punched and true to size and alignment. Regarding the gangway, the walking surface, handrail height, hinged connections, transition plate, and handrail extensions must be ADA compliant. The gangway must have a hinged connection at the dock; it must have rollers or wheels at the land end.
Construction Joint Repair: There’s a sidewalk located between the ramp lanes with construction joints on each side between the walk and back of curb that needs backer rod / SL-1 or equivalent joint filler. The openings are approximately one inch wide. There will also be construction joints (2 on each lane) between existing concrete and the new pour located midway down each launch and perpendicular to the way of travel that will also require backer rods and joint filler. The joint filler must be installed per manufacturers specification. The estimated quantity for construction joint repair is approximately 100 linear feet.
Concrete Repair: After the existing concrete has been removed and the area properly cleaned, holes will be core drilled in both the upper and lower portions of the ramp. The holes will be drilled 8” deep, on 12” centers into both existing concrete slabs. The holes will be cleaned to receive #5 bars that will be grouted /epoxied in accordance with Section 442.06 of the IDOT Standard Specifications for Road and Bridge Construction. The proposed concrete thickness shall match the existing concrete thickness. A control joint will be left between the upper and lower sections of ramp, and it too will receive a backer rod and joint filler.
“E” – Shaped Dock (Located North of Boat Ramp)
Decking Replacement: The vendor will be required to replace all the decking boards on the gangway and finger docks located just north of the boat ramp. The decking shall be replaced with 2”x6” copper azole treated Yellow Pine. Material must be installed with 1/8” opening between boards and must not exceed ¼” spacing to meet ADA requirements. Hardware must be compatible with pressure treated material. The estimate quantity of decking replacement is approximately 930 square feet.
Dock Cleats: The existing cleats shall be removed from the existing floating docks and replaced after the new decking has been installed.
Dock Walers & Vinyl Rubrails: The Vendor shall provide and install new 2”x8” fiber reinforced recycled plastic lumber around the perimeter of the floating dock, known as walers. The estimated quantity for walers and rubrails is approximately 200 linear feet.
