PROJECT TITLE: Install Fuel Tanks

PROJECT NARRATIVE:

The Illinois Department of Natural Resources, hereinafter referred to as DNR, is in the process of developing former coal mine property located at 483 Mine Road, DeSoto, IL 62924 into the Burning Star State Fish and Wildlife Area (Burning Star SFWA). Burning Star SFWA is located between DeSoto, Hurst and Elkville bordered by Route 149 to the south and east, Elkville blacktop to the north and US Highway 51 to the west in Jackson County, Illinois.

For development and continual maintenance of the property, the installation of a fuel storage system is necessary for the operation of equipment. The new above-ground storage tanks (AST) will primarily be used for diesel fuel for the large equipment (tractors, skid-steer, etc.) and gasoline for smaller equipment (Department vehicles, mowers, etc.). The fuel storage system will include pouring a reinforced concrete pad with protective steel bollards, installing two (2) steel, double-walled ASTs, one (1) 1,000 gallon diesel tank and one (1) 500 gallon gasoline tank, fuel dispensers and all associated miscellaneous piping and hardware per Illinois Office of the State Fire Marshal (OSFM) Code requirements. The fuel storage system must be installed per National Electric Code (NEC) and comply with all current Illinois OSFM codes relating to “Aboveground Storage - Dispensing” Section 180.20 and/or other related sections.

For security purposes, the installation of the fuel system also includes the installation of approximately 158 feet of 6’ high galvanized chain link fence, with three (3) strands of barb wire, along with a 16 feet wide vehicular slide gate.

SCOPE OF WORK:

This project will consist of but not limited to the contractor providing all labor, equipment and materials needed to install a security fence and a new fuel storage system as described below and outlined on the Illinois OSFM website, under “Aboveground Storage Tanks (AST)”. The new fuel storage system must meet and be approved by the Illinois OSFM prior to the system being filled, or fuel dispensed from. Listed below are some of the items but not exclusive to all items needed to complete this project.

PROJECT OVERVIEW:

· All work and access should be coordinated with the site staff.

· Grade site as needed to form and pour a reinforced concrete pad.

· Install steel pipe bollards filled with concrete.

· Trench and run electrical service in conduit from the electrical panel to the tanks.

· Install two (2) double-walled steel fuel storage tanks per State Fire Marshal requirements.

· Provide and install all necessary piping, miscellaneous hardware, signage and other items to make this installation an approved AST dispensing location.

· Have the new installation inspected and approved by the State Fire Marshal.

· Install security fence and gate in designated location.

· If repairs or adjustments are needed, contractor must comply before the project is complete.

· Clean-up all construction debris and haul off site.
