About this file

This document is a Scope of Work (SOW) for a sewer line rehabilitation project at the U.S. Coast Guard Station Yaquina Bay in Newport, Oregon. The project involves cured-in-place pipe (CIPP) lining of a 6-inch diameter sewer line, spanning approximately 375 linear feet, with objectives to prevent further deterioration, remove root intrusions, and maintain structural integrity. The contractor will be responsible for pre-lining activities including site assessment, line cleaning, CCTV inspection, flow management, and cleanout preparation, followed by liner installation, curing, and post-lining activities such as final inspection and site restoration.

Key requirements include using a CIPP liner that minimizes internal diameter reduction, maintaining at least a 5-inch internal diameter, and completing the project within 14 days of start date. The contractor must have a minimum of 2 years of CIPP lining experience, certified installers, and provide references. Deliverables include flow management plans, CCTV inspection videos and reports, liner specifications, daily progress reports, as-built drawings, and a 1-year warranty. The solicitation is set aside 100% for small businesses under NAICS code 238220 (Plumbing Contractors), with a size standard of $19M, and will be awarded based on past performance evaluation.

1. Introduction This Scope of Work (SOW) outlines the requirements for the cured-in-place pipe (CIPP) lining of a 6-inch diameter sewer line running from the station building to the city connection. The project aims to rehabilitate the existing sewer line, preventing further deterioration, and ensuring continued reliable wastewater conveyance.

2. Project Objectives The primary objectives of this project are:

· Rehabilitate up to 375 linear feet of existing 6-inch sewer line using CIPP lining technology.

· Prevent further deterioration of the sewer line.

· Remove an estimate of 120 linear feet of black berry brush root intrusion from concrete portion of line.

· Maintain the structural integrity of the sewer line to withstand ground shifts.

· Minimize reduction in the internal diameter of the pipe.

· Ensure all existing cleanouts remain accessible and serviceable after the lining installation.

· Comply with all applicable local, state, and federal regulations and obtain necessary permits.

3. Scope of Work The Contractor shall be responsible for providing all labor, materials, equipment, and incidentals necessary to complete the CIPP lining of the designated sewer line section. The work shall include, but not be limited to, the following tasks:

· Pre-Lining Activities:

· Site Assessment: Conduct a thorough site assessment to determine the existing condition of the sewer line, identify potential challenges (e.g., blockages, sags, misalignments), and verify the location of cleanouts.

· Line Cleaning and Inspection: Clean the existing sewer line to remove debris, roots, and other obstructions. Perform a CCTV (Closed Circuit Television) inspection of the entire length of the pipe to be lined to document its condition before lining. Provide a copy of the CCTV inspection video and a written report detailing the findings to KO.

· Flow Management: Implement a temporary flow management system (e.g., bypass pumping) to divert wastewater flow during the lining process. The flow management system shall be designed and operated to prevent any sewage spills or environmental contamination.

· Cleanout Preparation: Evaluate the condition of existing cleanouts and prepare them for integration with the CIPP liner. This may involve cleaning, repairing, or extending the cleanouts as necessary.

· CIPP Lining Installation:

· Liner Selection and Preparation: Select a CIPP liner material that meets the following minimum requirements:

· Material: best material for sewage line system applications, contractor recommendation.

· Strength: The liner shall be designed to withstand anticipated ground shifts and soil loading conditions. Provide calculations demonstrating the structural capacity of the chosen liner material.

· Diameter Reduction: Minimize reduction in the internal diameter of the pipe after installation. The final internal diameter shall be no less than 5 inches.

· Installation Method: preferred contractor method to meet project needs.

· Liner Impregnation: Impregnate the CIPP liner with the appropriate resin according to the manufacturer's instructions.

· Liner Insertion: Carefully insert the impregnated liner into the existing sewer line.

· Curing: Cure the resin-impregnated liner using according to the manufacturer's specifications. Monitor the curing process to ensure proper hardening of the liner.

· Reinstatement of Laterals and Cleanouts: Reinstate all lateral connections and cleanouts using robotic cutting equipment or other approved methods. Ensure a smooth and watertight connection.

· End Sealing: Seal the ends of the CIPP liner to prevent infiltration or exfiltration.

· Post-Lining Activities:

· Final Inspection: Conduct a CCTV inspection of the lined sewer line to verify the quality of the installation, confirm the reinstatement of laterals and cleanouts, and document the final condition of the pipe. Provide a copy of the CCTV inspection video and a written report to the contracting officer (KO).

· Cleanout Verification: Verify the accessibility and serviceability of all cleanouts. Make any necessary adjustments or repairs to ensure proper functionality.

· Flow Restoration: Remove the temporary flow management system and restore normal wastewater flow.

· Site Restoration: Restore the work area to its original condition, including repairing any disturbed landscaping or pavement.

· Waste Disposal: Properly dispose of all waste materials generated during the project in accordance with applicable regulations.
