About this file

This is a Statement of Work (SOW) for chemical delivery and container maintenance services at Naval Air Station (NAS) Sigonella in Italy. The contractor must provide twice-weekly delivery of treatment chemicals to the Water Treatment Plant (WTP) and biweekly delivery to the Wastewater Treatment Plant (WWTP), along with monthly chemical storage container cleaning and inspection. All services are to be performed at two locations: NAS I and NAS II.

The contractor must deliver five chemicals to the WTP, including sodium hypochlorite (12.5-15% NSF60 certified, maximum 35,000 kg annually), hydrochloric acid 33-40% (5,000 kg annually), antiscalant (35,000 kg annually), caustic soda 33% (6,000 kg annually), and calcium carbonate in 50-pound bags (100,800 kg annually). The WWTP requires flocculant (4,000 kg annually), sodium hypochlorite 12.5-15% (30,000 kg annually), and nine additional chemicals including antifoam, caustic soda solution, citric acid, hydrogen peroxide, sodium bisulfite, and nutrient B, with annual usage quantities specified for each. Delivery is scheduled for Tuesdays and Fridays for WTP services and bi-weekly on Fridays for WWTP services, with emergency delivery within two hours available 24/7. The contractor must maintain valid ISO 9001, ISO 14001, and ISO 45001 certifications, comply with Italian safety regulations and HACCP standards, provide monthly reports by the fifth working day of each month, manage all chemical spills and hazardous waste disposal, and submit Safety Plans and Safety Data Sheets for approval prior to contract award. Billing is based on kilograms delivered at unit prices, invoiced monthly based on actual receipts.

-- Biweekly delivery of treatment chemicals (from the list provided in Section 2.2 of this SOW) to the Wastewater Treatment Plant (WWTP) bulk storage containers, located at NAS I and NAS II;

-- Monthly chemical storage container cleaning.

1.1 Personnel: The contractor shall provide the required number of trained personnel required for safe delivery of treatment chemicals. Government personnel shall not perform handling of Contractor equipment required for the delivery of treatment chemicals. Entry requirements will be communicated to the Contractor by the COR.

1.2 Equipment: Contractor shall exercise care and required safety protocols when operating equipment onboard Naval Air Station, Sigonella.

1.3 Security Compliance: While operating aboard the Government installation, the contractor shall comply with all installation safety and security instructions and notices. All Contractor employees required to deliver services aboard the Government installation shall be able to obtain and retain required vehicle passes and badges.

Vehicles used for transportation shall be designed to insure adequate protection of chemical products.

1.4 Quantities of Treatment Chemicals to be delivered: The Government will notify the contractor of the quantity of each chemical to be delivered at least 48 hours in advance of scheduled delivery.

1.5 Monthly Reports: By the 5th working day of each month, the contractor shall provide a report in a spreadsheet format, summarizing the volumes of chemical delivered to the WTPs and WWTPs and inspection/cleaning results during the previous month.

1.6 Billing: The chemical delivery services, product supplies, container cleaning, and reports shall be quoted as kilograms per unit price. Billing shall be monthly based on receipts accumulated during the previous month.

1.7 Health and Safety: All work shall be performed under sanitary conditions. Chemicals delivery shall be performed without spills and delivery shall be in sanitary condition as per the “European requirements Hazard Analysis Critical Control Point” (HACCP) and “European Agreement concerning the International Carriage of Dangerous Goods by Road” (ADR).

1.8 Chemical Strength Testing: The sodium hypochlorite shall have a strength percentage between 12.5% and 15.0%. If sodium hypochlorite within this strength range is not available at the time of delivery, the government representative may accept sodium hypochlorite with strength no less than 10% and no more than 23%.

However, such acceptance does not relieve the Vendor from its obligation to propose and to provide sodium hypochlorite within the required sodium hypochlorite strength percentage of 12.5% - 15%. Before receipt of each delivery, a government representative will perform a strength test to authorize the sodium hypochlorite delivery.
