About this file

This document is a Scope of Work for the City of Douglas Peak Shaving Plant painting project, detailing a comprehensive surface treatment and coating application for facility infrastructure. The project involves complete surface preparation, priming, and repainting of tanks, piping, blending station, and vaporizer, with the primary objectives of protecting metal surfaces from corrosion, improving facility appearance, and extending the service life of protective coatings. The work will include sandblasting to remove existing paint and contaminants, applying a chromic primer, installing a Direct-to-Metal (DTM) finish paint, and adding a clear urethane topcoat for enhanced durability and protection.

The contractor will be required to provide a one-year written warranty covering adhesion failure, rust prevention, and coating integrity, with specific exclusions for damage from impact, chemical exposure, and natural disasters. All work will comply with OSHA regulations and local environmental guidelines, and Safety Data Sheets will be available upon request. The warranty claims process allows for written submissions within 30 days of defect discovery, with the contractor responsible for repairs or recoating at no additional cost to the City if the claim is validated. The project emphasizes comprehensive surface treatment, long-term protection, and maintaining the functional and aesthetic integrity of the Peak Shaving Plant's infrastructure.

SCOPE OF WORK

Project: Painting of City of Douglas Peak Shaving Plant

1. Project Overview This project includes complete surface preparation, priming, and repainting of all tanks, piping, the blending station, and the vaporizer at the City of Douglas Peak Shaving Plant. The purpose of this work is to:

- Protect metal surfaces from corrosion

- Improve the facility’s appearance

- Extend the service life of the protective coating

2. Surface Protection All valves, gauges, and other sensitive components will be carefully taped and covered to prevent contamination or damage during surface preparation and coating application.

3. Surface Preparation All exposed metal surfaces—including tanks, piping, blending station, and vaporizer—will be sandblasted to remove existing paint, rust, scale, and other surface contaminants.

Proper surface preparation will ensure optimal adhesion of the new coatings.

4. Priming All cleaned surfaces will be primed with a high-performance chromic primer designed to prevent rust and corrosion.

5. Painting A Direct-to-Metal (DTM) finish paint will be applied to all primed surfaces.

This high-durability paint provides excellent adhesion and long-term weather resistance.

6. Clear Coating After the DTM finish has fully cured, a clear urethane topcoat will be applied to all surfaces.

This topcoat will:

- Enhance the durability of the DTM finish

- Provide extended protection against UV radiation, weathering, and chemical exposure

7. Final Inspection and Clean-Up

- All protective coverings will be removed.

- A detailed inspection will be performed to ensure proper coverage and coating integrity.

- The work area will be cleaned and returned to its original condition.

8. Safety and Compliance

- All work will comply with applicable OSHA regulations and local environmental guidelines.

- Safety Data Sheets (SDS) for all materials used will be provided upon request.

9. Warranty Warranty Period:

- The contractor shall provide a one (1) year written warranty from the date of project completion.

Coverage:

- Adhesion Failure: Covers peeling, blistering, or flaking due to defective surface preparation, application, or materials.

- Rust or Corrosion: Treated and coated surfaces shall remain rust-free under normal conditions for the duration of the warranty.

- Coating Integrity: Includes protection against premature deterioration of the DTM finish or urethane topcoat, including UV degradation, chalking, or color fading beyond acceptable industry standards.

Exclusions:

- Damage from impact, abrasion, or misuse

- Chemical spills, corrosive substance exposure, or abnormal environmental conditions

- Work altered, repaired, or touched up by others without prior written consent

- Natural disasters or force majeure events (e.g., flooding, earthquakes, vandalism)

Warranty Claims Procedure:

- Claims must be submitted in writing within thirty (30) days of defect discovery.

- Upon inspection and validation of the claim, the contractor shall repair or recoat affected areas at no cost to the City.
