PROJECT TITLE: Removal of underground fuel storage tanks

PROJECT NARRATIVE:

Two underground fuel storage tanks (USTs) are at the end of their projected life of 20 years (installed in 1999) at Chain-O-Lakes State Park located in Lake and McHenry Counties. The project location is in Lake County. Although the current leak detection system has not indicated any leaks, the park wishes to preemptively replace the system with aboveground fuel storage tanks (ASTs). This scope of work document addresses only removal of the two existing UST systems.

The project work will consist of excavation and removal of 2 existing underground fuel tanks, one tank up to 600 gallon and the other tank up to 2,500 gallon capacity and associated dispensing system. The UST systems are located within the main service area of the park, adjacent to existing park storage buildings. The contractor will remove the reinforced concrete paving covering the tanks, remove tanks and vents per IEPA procedures and requirements, and backfill with compacted CA-6. If anchor straps or under-slabs are encountered, they will be left in place.

The emergency light and electrical will be left in place for reuse and possible relocation for the new ASTs installation project.

SCOPE OF WORK:

The contractor is requested to submit a lump sum bid for the project specified in this document. The contractor shall provide all equipment, materials and labor needed to remove the two existing USTs and backfill with usable excavated material and new CA-6 material, well compacted. The existing USTs are double wall fiberglass tanks. The removal of USTs shall be using the best management practices and standards for this type of work, and shall comply with current applicable requirements of USEPA, IEPA, OSFM, and OSHA regulations. The following are the primary items of the project scope:

1) Secure State of Illinois tank removal permit.

2) Arrange for state and local tank removal inspections.

3) Required soil samples from all environmental work shall be performed by a licensed laboratory for such work. All environmental sampling shall be completed by a registered professional engineer per current OSFM regulations. If analysis results show no contamination, Contractor shall resume work. If soil contamination is present, Contractor shall discontinue work immediately. If any remediation is required it will be handled as change order to project. Base bid assumes that tanks are not subject to IEPA’s Leaking UST requirements. See also item 8 below.

4) The fuels from the USTs will be emptied by the site staff as much as possible. The contractor shall pump any remaining sludge, fuels and/or water mixture waste into appropriate DOT approved drum(s), have the analytical testing done, and dispose the drum(s) properly as per the applicable regulations.

5) Provide barricades for adequate safety protection during the work process.

6) Remove fuel dispenser, dispenser guards (if necessary), concrete island, and concrete/blacktop at the surface grade over the areas to be excavated. Remove both USTs with associated vents at building wall. Contractor may leave tank anchors that are below the tank. See attached original installation design plan details of the USTs installed in 1999. Protect and preserve electric service including security light, it will be needed for the new ASTs.

7) Haul away all blacktop/concrete, USTs, and all associated items that is removed and dispose of as allowed by applicable regulations. Salvageable materials shall become the property of Contractor and shall be removed from site as work progresses.

8) During the tank removal or during the soil sample analysis, if it is determined that contaminated soil is present, contractor shall discontinue work immediately and notify the site superintendent and the regional engineer promptly.
