ILLINOIS DEPARTMENT OF NATURAL RESOURCES

SCOPE OF WORK & PROJECT REQUIREMENTS

Date: August 03, 2018 IDNR File # 2-19-002

LOCATION: Little Vermilion River Aqueduct on the I & M Canal. Project is located approximately ½ mile West of I-39 and ½ mile East of Lock 14 at I & M Canal, near LaSalle, Illinois.

PROJECT TITLE: Little Vermilion River Aqueduct Leakage Repair

PROJECT NARRATIVE:

The Illinois Department of Natural Resources (IDNR) is seeking bids for evaluation and leakage repair of I & M Canal’s aqueduct over Little Vermilion River near Lock 14 near LaSalle, Illinois.

The existing steel aqueduct has developed a significant leak which is dewatering the aqueduct and the Canal. The leak is located near a riveted seam approximately 10 feet from the eastern/upstream end of the Canal. Water is spilling through the leak at approximately 100-200 gpm and spilling into the Little Vermillion river below. Under normal conditions, the flow within the canal goes from east to west.

Two temporary cofferdams have been constructed, one at the west end and other at east end of the aqueduct. These temporary coffer dams keep aqueduct relatively water free and retains water within the western section of the canal near LaSalle allowing for the operation of a tourist boat.

SCOPE OF WORK:

The scope of work includes the installation of coffer dams on both ends of the steel aqueduct. After the coffer dams have been installed, the contractor shall dewater the aqueduct by pumping any water not leaking through the hole into the Little Vermillion River. The interior of the aqueduct may have to be pressure washed and cleaned to remove sediment, duckweed, and any other material which limits the physical inspection of the damaged area.

Under no circumstances can the sediment be deposited/dropped/shoveled into the Little Vermillion River below the aqueduct. The contractor must haul away the sediment material from the aqueduct by truck to an off-site location chosen by the contractor. The contractor must submit the location of spoil site with verification that it complies with all environmental requirements.

With an IDNR engineer in attendance, the entire aqueduct shall be visually inspected to identify the severity of the known leak, and to identify the existence of any smaller unknown leaks.

Once the severity and number of leaks have been identified and determined, the contractor shall develop a plan to repair the steel aqueduct and make it water tight. This plan shall be reviewed and approved by IDNR Engineering. All repairs must be of the same material and consistent with the original design of the aqueduct. Limited archived construction drawings will be available at the mandatory pre-bid meeting.

For purposes of bidding and providing a fee proposal, the contractor shall assume that the known leak is 3-inches wide and 10-feet long. The leak will be repaired by welding a piece of steel over the crack in the bottom of the aqueduct to make the aqueduct water tight again. Should additional leaks be identified, or if the known leak is larger than estimated above, IDNR staff will work with the vendor to identify the best course of action and amend the contract as necessary.

Once the repairs have been completed, the contractor shall remove and legally dispose of new and existing (clay) coffer dam materials at either end of the aqueduct. The contractor shall also remove the existing temporary coffer dam sand bags from both ends and stack them on south tow path for site staff to remove at a later time.

All material handling and/or construction equipment shall be limited to those which exert a low ground bearing pressure to keep trail damages to a minimum.

Clean up the construction site after work is complete, and repair any damage to the canal trail caused by construction equipment.

Construction access will be from existing towpath trail either from east or west of aqueduct, approximately ½ mile from either side. All work activities and entry to the site must be coordinated with the site superintendent.
