FISHING ACCESS HERBICIDE TREATMENTS
Scope of Work
The contractor shall provide all labor, materials, and equipment necessary to complete the services described.
Contractor shall abide by all federal, state, and local laws and regulations. All work will be completed in a workmanlike manner consistent with customary industry practices. Contractor shall ensure that the jobsite is left clean and dispose of any debris at the end of every workday. All itemized scope items listed below are to be provided by contractor unless noted otherwise.
General Requirements:
1. The work hours for this project may be limited to Monday through Friday 7:00AM – 5:00PM, no access to facility during holidays and weekends, unless noted otherwise or approved by the Owner.
2. The Contractor shall comply with all federal, state, and local codes throughout the duration of this project including but not limited to the IBC, ADA, and OSHA.
3. The area manager (Mike Wilkerson) must be notified at least 24 hours in advance of all applications.
Specific Requirements:
1) This project will encompass two rounds of applications for eight (8) separate fishing and boating areas in Ottawa, Erie, Lucas, and Sandusky Counties.
2) Spraying will occur in mid to late May and (this time frame can be moved some, but spraying will occur during the active growing season).
3) Most target areas are adjacent to public water bodies and will require herbicides approved for aquatic applications. Overall, the areas to be sprayed consists of a mix of broadleaf and woody vegetation. The spraying plan must account for both types of weeds. No toxic or non-approved herbicides will be allowed. Any damages to adjoining properties will result in termination of Contract and repair/replacement costs of damages will be sole responsibility of Contractor.
4) The contractor will be required to provide a list of all proposed herbicides by site to the area manager (Mike Wilkerson) prior to each application.
5) One area will require access through private property. The contractor must notify the property owner prior to application. Proper signage will/may be required to signify spraying is in progress.
6) There are (eight) aerial photos showing the exact locations. In those 8 photos, areas requiring spraying are designated by Yellow Lines.
7) Several areas may require use of small off-road vehicles (such as 4x4 or atv type vehicles/equipment) with spray tanks/hoses attached to allow access to certain areas. Some areas may require hand-held spraying devices to reach more difficult spraying areas. Some areas have easy access, and others will be more difficult. It is HIGHLY recommended that all Contractors visit the sites with or without Div. of Wildlife personnel prior to bidding.
8) Spills of ANY materials must be reported to Project Manager immediately. This includes but is not limited to: aquatic herbicides, gasoline or petroleum products needed for equipment usage, and/or any other chemical agents which may be used on any areas other than those designated.
10) Several areas DO NOT have physical addresses. All areas have ODNR signage on location. It is HIGHLY recommended that all contractors map out areas to be treated.
11) The area names and description of areas to be treated are provided below:
A) Resthaven Wildlife Area, Pond #8, 2402 SR 269, Castalia OH. Vegetation control on riprap (man-made rock wall) around entire pond. This area is approximately 15’ (fifteen feet) wide and approximately 2 (two) miles in length. Care must be taken to control vegetation only in the riprap area. The top of the dike should not be sprayed.
B) Sandusky Bay Bridge Access, 5173 E Bayshore Rd, Port Clinton OH. The contractor will spray all riprap along the entire access road from the road to the waters edge. The riprap area is about 15’ wide on each side of the road and extends about 5,000’ for an approximate area of 75,000 ft2.
C) Dempsey Fishing Access, 9000 E Bayshore Rd, Lakeside, OH. Fence Line on western Property line will require spraying of materials on fence and approximately 2’ (two feet) on BOTH sides of Fence Line. The area is approximately 400’ (four hundred feet) in length. In addition, the waterfront rip-rap area around the boat ramps shall also be sprayed. This area is about 15’ wide and 225’ long.
D) Mazurik Fishing Access, 8975 North Shore Rd, Lakeside-Marblehead, OH. Vegetation control along western fence line. This area will be accessed via paved driveway belonging to the Bluewater Condo complex. This will require spraying of materials on ODNR Property ONLY. Care must be taken to prevent damage to condo complex property. The area to be controlled is approximately 10’ (ten feet) wide by 1300’ (thirteen hundred feet) in length. Also, in this area, all shoreline area including riprap and paved water access areas will be treated with Aquatic Herbicides. This area will be an additional approximate 200’ (two hundred feet) in length.
E) Portage River Access, 262 W Lakeshore Dr, Port Clinton, OH. This area will require hand-held spraying devices and workers will need to cross the ditch on foot to access the fence line area.
Part of the area requiring treatment DOES NOT have fence. Care must be taken to control usage of materials in this area. Some of these areas may have shallow standing water. This location will require spraying on 1’ (one foot) on private property side of fence and approximately 3’ (three feet) of spraying on ODNR property which lies between the fence line and the ditch. This area is approximately 3000’ (three thousand feet) in length.
F) Toussaint River Access Area, 1.7 miles (one and seven tenths’ miles) South of State Route 2 on State Route 19 in Ottawa County. This area will require treatment of the access road and river.
The total area to be covered is approximately 3’ x 600’ (three feet x six hundred feet) along the access road and approximately 6’ x 300’ (six feet x three hundred feet) along the river.
G) Turtle Creek Fishing Access Area, State Route 2, Oak Harbor OH, 43449. Vegetation control along access road. Most vegetation in this area is Reed Grass (phragmites)and/or similar foliage.
The area is approximately 8’ (eight feet) wide and approximately 1000’ (one thousand feet) in length.
H) Metzger Marsh Access area, 12235 Bono Rd, Curtice OH (Lucas County). This area will require weed control on ENTIRE access road from the boat ramp to the fishing pier. This includes but is not limited to entire rip-rap section to water level on the canal side of road (west Side) and approximately 2’-3’ (two feet-three feet) on the marsh side (east side) of the access road. The total length of the area is approximately 12,500 feet (twelve thousand five hundred feet).
I) Cooley Canal Fishing Access, Anchor Point Rd, . This area will require weed control on the entire waterfront area from the water line up the dike and down to the parking lot. This section is 1,510’ long. There is also a ditch area that will require weed control and this runs about 200’.
The last section is the fence line from near Anchor Pt. Rd. out to Cooley Canal. This section is marked green and runs approximately 1,860 feet.
12) Note: these are public use areas and will require the contractor to use proper equipment and materials to not harm vehicles, people, animals, objects, or other properties that may be present during spraying.
