Summary of Scope of Work and Bid Schedule – Guardrail Maintenance and Repair Project

This Scope of Work and Bid Schedule document pertains to Project T-7500, Guardrail Replacement and Maintenance, issued by the City of Sandy Springs, Georgia. The project consists of two primary components: a base contract involving repair and replacement of guardrail at nine designated locations within the city, and a five-year on-call maintenance agreement for future guardrail repair and replacement work at unknown locations. Base contract work includes removal, installation, and replacement of Type W beam and Type T beam guardrail systems, along with anchorages, terminals, posts, offset blocks, hardware, and all ancillary work such as grading, shoulder work, and site restoration. All work must comply with current Georgia Department of Transportation (GDOT) Standard Specifications, FHWA-accepted crashworthy systems standards (MASH or NCHRP 350 compliant), and manufacturer installation instructions. The bid schedule identifies 21 pay items with estimated quantities ranging from single units to over 4,600 linear feet, including traffic control, temporary erosion control, grading, guardrail removal and installation, anchorages, terminals, concrete work, steel structural work, signage, curbing, chain link fencing, and sodding. The contract term is five years for the maintenance portion, with work to be performed only upon written authorization through purchase order, work order, or written directive issued by the City.

Contractors must maintain current GDOT Qualified Routine Maintenance Contractor (QRMC) registration in the Guardrail Maintenance work class or provide documented experience installing new guardrails in compliance with GDOT and FHWA standards. All guardrail materials must meet GDOT Section 859 specifications and be sourced from GDOT-certified suppliers unless otherwise approved. The bid schedule establishes unit pricing for all pay items, with total bid prices to be completed by bidders; unit prices are to remain in effect for the full maintenance term and payment will be based on actual quantities installed and approved by the Engineer. Work hours are restricted, with lane closures and traffic-impeding work prohibited between 6:00 a.m. to 9:00 a.m. and 3:30 p.m. to 7:00 p.m. without prior written approval. A Traffic Control Plan complying with MUTCD standards must be submitted for approval at least two weeks before work begins. No work is permitted on specified holidays without written Engineer approval. The contractor bears sole responsibility for ensuring compliance with engineered plans, GDOT specifications, FHWA acceptance requirements, and manufacturer instructions, with the City assuming no responsibility for inspection or field verification of installations.
