ILLINOIS DEPARTMENT OF NATURAL RESOURCES
SCOPE OF WORK & PROJECT REQUIREMENTS
Date: August 29, 2018 IDNR File # 2-19-002
LOCATION: Little Vermilion River Aqueduct on the I & M Canal. Project is located near LaSalle, Illinois.
PROJECT TITLE: Little Vermilion River Aqueduct Leakage Repair
PROJECT NARRATIVE:
The Illinois Department of Natural Resources (IDNR) is seeking to repair the existing steel aqueduct which carries the I & M Canal over Little Vermilion River near Lock 14 near LaSalle, Illinois.
The existing steel aqueduct has developed a significant leak which is dewatering the aqueduct and the Canal. The leak is located near a riveted seam approximately 10 feet from the eastern/upstream end of the Canal. When the canal and aqueduct was full of water, water was draining through the leak at approximately 100-200 gpm and spilling into the Little Vermillion river below. Under normal conditions, the flow within the canal goes from east to west.
Temporary sand bag cofferdams have been constructed on both ends of the aqueduct. These temporary coffer dams are not water tight but they allow water to stay in both sections of the canal on either side of the aqueduct. The City of LaSalle operates a small tourist boat in the canal west of the aqueduct.
SCOPE OF WORK:
The original scope of work (B-2604) has been modified to lower the costs which were submitted by two contractors during the first bid date. The revised scope will still repair the leak in the aqueduct which was the primary objective. The revised scope of work includes the following work tasks:
· Utilize the existing temporary cofferdams. Where necessary, create a small secondary cofferdam to impound water leaking through the first cofferdam.
· Use a small gas-powered pump to recirculate the water draining through the sand bags back into the canal. These efforts will keep the work area dry.
· Use hand tools and/or vacuum truck to remove 12-18 inches of sediment/mud within a portion of the bottom of the steel aqueduct. The work area needs to be approximately 5-6 feet on either side of the riveted seem where the hole in the aqueduct has occurred.
· Any sediment removed from the aqueduct can be deposited on IDNR property near the Pecumsaugan Spillway.
· Utilize a power washer and a vacuum truck to clean the approximate 20-ft x 12-ft work area near the hole in the bottom of the aqueduct. The dirty water suctioned during the cleaning process can be discharged back into the earthen lined I&M Canal.
· Provide and install a steel plate over the hole located on the interior bottom of the aqueduct. The plate shall be welded to the aqueduct and be water-tight.
· Once the steel plate has been installed and tested for leakage, the contractor shall utilize a small excavator to carefully removed the temporary cofferdams. All sand bags shall be loaded onto an IDNR truck or stacked along the tow path. I & M Canal employees will remove the sand bags from the site and stored for future projects.
· Any sediment removed during the removal of the temporary coffer dams shall be deposited on INDR property near the Pecumsaugan Spillway.
Construction access will be from existing towpath trail either from east or west of aqueduct, approximately ½ mile from either side. All work activities and entry to the site must be coordinated with the site superintendent.
