About this file
This Scope of Work document outlines snow removal services required by the Iowa Department of Transportation at six separate locations across Linn, Jones, and Jackson Counties for FY27. The scope requires contractors to plow and apply snow/ice treatment by 05:00 AM and 04:00 PM during snow events, achieving Reasonably Near Normal Surface conditions as defined by pavement surfaces sufficiently free of snow, ice, frost, or slush to permit reasonable vehicle control. The six locations include: US 30-Iverness Road (0.26 centerline miles of gravel), 6446 US 30-Frontage Road West of Cedar River (0.08 centerline miles of gravel), US 151-Frontage Road Northeast of Fairfax (0.14 centerline miles of paved asphalt), 1106 US 151-Frontage Road Near Springville (0.12 centerline miles of gravel), 9527 US 151-Frontage Road to Affordable Plumbing and the Apostolic Church (0.09 centerline miles of gravel), and Bellevue State Park Dyas Unit Campground (0.99 centerline miles of paved road). Bids are not required to be tied together, allowing contractors to bid on any or all locations. Quote responses were due August 21, 2026.
Pricing is structured as a cost per trip for plowing and treatment during snow events or as requested and approved by the DOT Area Supervisor. Aggregate/gravel surfaces are restricted to abrasive treatment only with no deicing chemicals allowed, except in extreme ice conditions when sand and very light salt may be applied. Paved surfaces at Locations 3 and 6 permit chemical treatment as needed. If contractors need to return to complete work after the snow/ice event concludes, supervisor pre-approval via phone call is required. The Iowa DOT may also request additional cleanup work as needed. Maps detailing each route are provided as attachments to the scope document.

Scope of work
Plow and apply snow/ice treatment by 05:00 AM and 04:00 PM during a snow event to the locations listed on this RFQ. At the end of the event, achieve Reasonably Near Normal Surface conditions. If contractor needs to return to a location to finish up on another day (after the snow/ice event), a phone call to the supervisor would be necessary to get pre-approval. The contractor could also be requested by supervisor to perform additional clean-up, as needed.
BIDS DO NOT NEED TO BE TIED TOGETHER. Contractor may bid to plow and apply snow/ice treatment for any or all of the locations.
Reasonably Near Normal Surface definition - A pavement surface sufficiently free of snow, ice, frost or slush, permitting reasonable vehicle control when the vehicle is operated.
Some isolated spots or strips of packed snow and ice may be present with an abrasive treatment on those areas.
