About this file

This Scope of Work document outlines vehicle washing services requirements for the Missouri Department of Transportation's St. Louis District Light Duty Fleet. Vendors must submit bids for two mandatory line items: Full-Service Wash and Exterior-Only Wash, with Additional Services (upholstery and carpet shampooing) available on an as-needed basis but not factored into award decisions. The current estimated fleet comprises approximately 150 vehicles, though this quantity is subject to change based on fleet modifications such as vehicle retirements, acquisitions, or non-utilization. The contract term extends from the date of award through January 31, 2027, with options for two additional one-year renewal periods at the sole discretion of MoDOT. The document does not specify response deadlines, due dates, site visits, or bidders' conferences.

Full-Service Wash includes exterior washing via conveyor system with soap application and rinsing, machine-cleaned tires, air drying, complete hand drying, interior cleaning of door jambs, windows, glass, dash and rear deck panels, and interior vacuuming with trash removal. Exterior-Only Wash consists of conveyor-based exterior washing and air drying with vacuum stations available for employee use. MoDOT will provide awarded vendors with an electronic Vehicle Authorization list and require Radio Frequency ID (RFID) tag implementation for fleet tracking. Invoices must identify vendor name, remit-to address, contact information, service dates, and per-wash costs by equipment number and vehicle license plate. Vendors must address handling procedures for vehicles equipped with specialty equipment including light bars, alley lights, spotlights, ladder racks, and other exterior-mounted equipment.
