HVAC Maintenance and Repair Agreement Summary

This Scope of Work document is a maintenance and repair proposal prepared by the South Carolina Department of Mental Health, Physical Plant Services, for HVAC services at two facilities: Charleston Mental Health Center (2100 Charlie Hall Blvd, Charleston, SC 29414) and Dorchester Mental Health Center (106 Springview Lane, Summerville, SC 29485). Licensed mechanical contractors are invited to submit bids on a comprehensive maintenance and repair agreement covering all HVAC equipment at both locations, including split system heat pumps, ductless heat pumps, packaged through-wall heat pumps, air-cooled chillers, natural gas boilers, pumps, chilled water and hot water fan coil units, blower coil units, and associated controls and ductwork. The contract requires a minimum of four quarterly inspections annually with documented inspection reports. Contractors are encouraged to visit both facilities prior to bid submission for equipment verification. The selected contractor will have thirty days to review existing equipment condition and generate a list of corrective items with estimated costs for Department approval. The agreement is multi-year with pricing structured on a unit basis ($/ton) for maintenance coverage.

The maintenance and repair agreement operates on an all-inclusive pricing model covering parts and labor for normal and preventive maintenance, with specific exceptions for lightning damage, acts of God, and vandalism. The contractor must carry required insurance, provide chemical treatment of chilled and hot water loops through an independent laboratory (preferably Nalco Water), maintain refrigerant handling compliance with ASHRAE standards, and ensure same-day or next-day onsite service for priority maintenance calls. The contractor must be knowledgeable with the Siemens EMS control system at Charleston Mental Health Center and coordinate with Physical Plant Services Project Manager Michael Montgomery (803-622-8719). All correspondence, billings, and quarterly reports must be submitted via PDF email to the Department's contract manager and designated facility representatives. Equipment covered includes 32 blower coil air handlers, multiple fan coils, ductless split systems, ventilation fans, zone dampers, and various pumps and boilers detailed in the equipment summary section.
