About this file

This document is a Scope of Work (SOW) for the U.S. Fish and Wildlife Service (USFWS) Rice Lake National Wildlife Refuge, detailing a mold remediation and insulation project for a crawlspace. The project requires encapsulating existing mold using closed cell spray foam insulation to prevent further mold growth and improve building energy efficiency. The scope includes comprehensive preparation steps such as removing existing fiberglass insulation, ensuring worker safety, cleaning surfaces, and sealing penetrations, followed by applying 3-inch thick closed cell spray foam to the underside of the floor, rim joist, and foundation wall.

The SOW specifies detailed application requirements, including covering areas outlined in a mold inspection report and applying foam to specific heights and thicknesses. Post-application tasks involve allowing the foam to cure, conducting a visual inspection to ensure uniform coverage, and cleaning the work area. Quality control measures include compliance with building codes, documenting the application process with photographs, and taking thickness measurements. Safety considerations emphasize adhering to mold handling guidelines and maintaining proper ventilation during and after the foam application until it fully cures.

Text version

1. Project Overview:

USFWS Rice Lake National Wildlife Refuge has a requirement to encapsulate existing mold found in the "Interior - Crawlspace" section of the provided mold inspection report using closed cell spray foam insulation. The application will provide a barrier to oxygen, preventing further mold growth, while also improving the overall energy efficiency of the building. The mold inspection report must be used to determine the specific areas for foam application.

2. Scope of Work:

2.1 Preparation:

• Conduct a thorough inspection of the area to identify the extent of mold presence and assess the condition of the surfaces to be treated, utilizing the provided mold inspection report.

• Remove and properly dispose of all current fiberglass insulation and backing in the affected areas to ensure a clean substrate for the application of spray foam.

• Ensure that all necessary safety measures are in place, including personal protective equipment (PPE) for workers and containment measures to prevent the spread of mold spores during the application process.

• Remove any loose debris and clean the surfaces to be insulated to ensure proper adhesion of the spray foam.

• Seal any gaps in or around piping and ductwork penetrations prior to the application of spray foam to ensure a complete seal and effective insulation.

2.2 Application of Closed Cell Spray Foam:

• Encapsulation of Mold:

• Apply closed cell spray foam to the underside of the floor at a minimum thickness sufficient to encapsulate the mold, as outlined in the mold inspection report. The thickness should be determined based on the specific requirements for mold encapsulation and should meet or exceed industry standards.

• Insulation of Rim Joist and Foundation Wall:

• Apply closed cell spray foam insulation to the rim joist and cement foundation wall starting from the floor and extending down to a height of 3 feet, or below the exterior ground grade, whichever is greater.

• Ensure that the foam is applied to a thickness of 3 inches, creating an effective thermal barrier.

2.3 Post-Application:

• Allow the foam to cure as per manufacturer specifications.

• Conduct a visual inspection to ensure uniform coverage and adherence to the specified thickness.

• Clean up the work area, removing any excess materials and ensuring proper disposal of any waste in accordance with local regulations.

3. Quality Control:

• Ensure that all materials used comply with relevant building codes and industry standards.

• Document the application process, including photographs of the areas before and after insulation, as well as thickness measurements taken during the application.

4. Safety Considerations:

• Adhere to all safety guidelines related to mold handling and spray foam application.

• Ensure proper ventilation in the work area during and after application until the foam has fully cured.
