About this file

This Scope of Work document appears to be for snow removal services for the Iowa Department of Transportation (IDOT), specifically covering snow and ice treatment for designated locations. The scope requires contractors to plow and apply snow/ice treatment by 05:00 AM and 04:00 PM during snow events, with the goal of achieving "Reasonably Near Normal Surface conditions" - defined as a pavement surface sufficiently clear to permit reasonable vehicle control. Contractors may bid on either or both locations, and are required to obtain pre-approval from a supervisor for any additional trips or follow-up work after the initial snow/ice event.

The document includes a detailed "Billable/Not Billable Trips" matrix that outlines the billing conditions for different types of snow removal trips. Billable trips include the first trip on the same day as a snow/ice event if needed to achieve surface conditions, any additional trips specifically requested by the IDOT garage supervisor, and the second trip on the same day if there are continuing snow or icy conditions. Non-billable trips include return trips to finish work left undone from a previous trip, and any trips without pre-approval from the supervisor. The flexibility in the bidding process allows contractors to compete for parts or all of the snow removal service without being required to bid on everything.

Scope of work

Plow and apply snow/ice treatment by 05:00 AM and 04:00 PM during a snow event to the locations listed on this RFQ. At the end of the event, achieve Reasonably Near Normal Surface conditions. If contractor needs to return to a location to finish up on another day (after the snow/ice event), a phone call to the supervisor would be necessary to get pre-approval. The contractor could also be requested by supervisor to perform additional clean-up, as needed.

BIDS DO NOT NEED TO BE TIED TOGETHER. Contractor may bid to plow and apply snow/ice treatment for either or both locations.

Reasonably Near Normal Surface definition - A pavement surface suƯiciently free of snow, ice, frost or slush, permitting reasonable vehicle control when the vehicle is operated. Some isolated spots or strips of packed snow and ice may be present with an abrasive treatment on those areas.
