The program, established by the Montana Legislature in 1989, authorizes the placement and maintenance of Specific Information Signs (LOGO) and Tourist-Oriented Directional Signs (TODS) along Montana's interstate and federal-aid primary highways to guide motorists to businesses and tourist attractions. The successful contractor will assume full responsibility for program administration beginning February 1, 2026, including installation, maintenance, and updating of all signs; development and implementation of marketing plans to increase program participation; recruitment of participating businesses; and coordination with MDT's Outdoor Advertising Control program. Key deliverables include an initial field inventory before program administration commences, quarterly reports due on January 15, April 15, July 15, and October 15 detailing work performed, annual progress reports due January 15, annual audited financial statements due March 1, and annually updated field inventories due by January 15. The contractor must develop marketing materials, business participation agreements, application forms, one-year contracts with participating businesses, and sign layouts compliant with the Manual on Uniform Traffic Control Devices (MUTCD) 11th Edition.

All costs associated with sign construction, maintenance, refurbishment, replacement, and program administration shall be the contractor's responsibility with no reimbursement from the State. The contractor must obtain and manage approved encroachment permits from the Maintenance Encroachment System prior to construction or maintenance activities within the State's right-of-way and provide contact information including physical office address, hours of operation, and telephone and email contact details. The State retains final authority to determine business eligibility and sign placement allocation in cases of insufficient space. The contractor must comply with Montana Code Annotated Title 60 Chapter 5 Part 5, Administrative Rules of Montana Title 18 Chapter 6 Part 4, and MUTCD requirements. The State will review and approve all submittals, coordinate the transfer of existing records and processes from the current contractor, and may annually review all fees and revenues to determine if adjustments are warranted, with changes negotiated based on the contractor's reasonable net profit requirements and reasonable business fees.

SCOPE OF SERVICES

PROJECT INTRODUCTION

Project Summary This Request for Proposals (RFP) is issued by the Montana Department of Transportation (hereinafter designated as ‘MDT’) to solicit written proposals for seeking a contractor to provide administration of Montana's Motorist Information Sign Program (LOGO/TODS program).

History In 1989 the Montana Legislature approved the Motorist Information Sign Program, commonly referred to as the Montana Motorist Information Sign Group. The Montana Motorist Information sign program is a state-operated system that provides information to travelers. This program, established by the state legislature, aims to guide motorists to businesses and tourist attractions while ensuring safe and efficient travel.

Introduction Montana’s Motorist Information Sign Program (LOGO/TODS program) authorizes:

a. The placement and maintenance of Specific Information Signs (LOGO) at specific locations along Montana's interstate highway right-of-way that identify businesses that provide specific services, including gas, food, lodging, camping.

b. The placement and maintenance of Tourist-Oriented Directional Signs (TODS) relating to gas, food, lodging, camping services, recreational services and tourist services on the right-of-way of Montana's federal-aid primary highways. Program administration includes, but is not limited to, marketing the program, erecting and maintaining the motorist information panels within the right-of-way of certain sections of controlled access highways, and revenue sharing with MDT.
