The scope encompasses three primary work categories: electrical system upgrades to meet National Electrical Code standards (including potential meter base replacement, new breaker panel, hardwired smoke detectors, LED fixtures, and new doorbell installation); mechanical system replacement with a new matching HVAC system including condenser, handler, ductwork repair, and digital thermostat; and exterior repairs consisting of replacing four rotten or missing front porch posts with matching caulk and paint. A mandatory on-site walk-through is scheduled for March 18, 2026, at 3:00 PM. Pricing is structured as a lump sum payment for projects under $15,000 and a phased draw schedule for projects exceeding $15,000, with a 40% draw upon 50% completion and substantial completion draw at 150% less any remaining line-item costs. Final payment requires completion of all scope work, building inspection approval, homeowner acceptance, submission of required affidavits and warranty documentation, RRP checklist forms, and surety consent where applicable. Contractors must maintain current certifications including W9, Sunbiz registration, Worker's Compensation insurance or exemption, Commercial General Liability, Automobile Liability, and Pollution Liability coverage at $1,000,000 with Escambia County listed as certificate holder and additional insured. Projects valued at $25,000 or higher require 100% Performance and Payment Bonds filed within 10 days of contract execution. The county may remove optional pricing items if project costs exceed available funds and retains the right to award to the next responsive bidder if the selected contractor cannot produce required documentation timely. The program has no federal funding associated with this specific project.
