The offeror shall provide for review and approval the design, drawings, material properties for the system to be provided and identify an ability to support the logistical and security requirements associated with project execution.

The offeror shall have the capability of providing a reinforced concrete barrier-base defense system structure designed to protect against ballistic penetration of direct fire up through 7.62 caliber and fragmentation projectiles up through 40mm and vehicle entry by vehicles up to and including 2 tons traveling at 30 miles per hour

1.2 Construction Process

The offeror shall construct the defense system structures according to the following procedures:

1.2.1 A geotechnical survey will be provided of an area on the base that is close to the solicited project, however, the awardee shall execute confirmation of the provided survey. The offeror is solely responsible for the design of the steel barrier wall defense structures and for a confirmation Geotechnical study that shall include the investigation of the subsoil, the analysis and Engineering recommendations needed for the design and construction of the works in contact with the ground, as to ensure an appropriate behavior of the structure, as well as the existing utilities (if applies), the land and the neighboring constructions. It shall include all the field tests required to quantify the mechanic and hydraulic characteristics of the subsoil. The offeror is solely responsible for verifying the design of the reinforced concrete barrier wall defense structures and shall submit for review by the INL Technical Review Panel a detailed report, which is to include but is not limited to the technical requirements, material requirements, design review and drawings of the defense system structures, the recommended approach for the project and a detailed timeline, GANTT chart and critical path.

1.2.2 Transportation of Materials. The offeror shall be responsible for coordinating the transportation of all required material for assembly of the defense system structure. If fill material shall be delivered to the project site, then the offeror is responsible for this effort. The offeror is responsible for ensuring that all project material is delivered in an appropriate and timely manner, taking the necessary precautions to avoid any damage to the material during on load, transport and off load, with full consideration and responsibility given for all transportation security requirements.

The contractor shall supply and install all straight edges that shall be necessary for restraining and shaping the concrete, and shall lay all reinforcement steel that might be needed. The offeror shall propose a mix designed following these parameters: 40% of rock of 15-20 cm. average size and 60% of concrete with a resistance of at least 3000 psi shall be used. The entire construction process should comply with the NSR-10 requirements, specifically Chapters C.1 - General Requirements, C.3 - Material, C.4 - Durability Requirements, C.5 - Concrete Quality, Mix and Laying, C.6 - Straightedges, Embedded Pipe work and Construction Joints, and C.7 - Reinforcement Details, all in accordance with Chapter C.2 - Definitions.

1.2.5 Concrete Structures: The offeror shall supply the manual labor, material, equipment, and the execution of all the work necessary for the construction of the foundation and the structure for the concrete defense wall. Before initiating the construction of the structures, the Contractor shall verify that the construction site is free from vegetation and construction debris; and that the surfaces do not have low areas or areas with standing water. The foundation bases shall be leveled before pouring the concrete. The Contractor shall build the foundation structures in accordance with the NSR-10 and the recommendations of the soils study. The concrete shall have a strength f’c of minimum 5,000 psi (350 kg/cm2), which shall be certified by the Contractor using test cylinders that will comply with applicable standards.

The re-bar for the foundation shall be Fy= 60,000 psi (4,200 Kg/cm2) for Ø > 3/8-inch and Fy= 34,000 psi (2,400 Kg/cm2) for Ø 1/4-inch. The contractor shall follow the parameters of the design supplied by the US Government. The Contractor shall supply the formwork, transportation and installation of the concrete for the structures including the reinforcement steel specified in the attached structural drawings. Contractor shall include the execution of the corresponding laboratory tests as required. The Contractor shall take 6 sample cylinders for concrete resistance tests per pouring or per each 5 m3, in order to test 2 cylinders at 7 days, 2 cylinders at 28 days and leave 2 cylinders as proof samples. The results of the laboratory tests shall be provided upon request to the US Government Representative.

1.2.6 Fill Material. The offeror shall execute confirmation of the provided geotechnical survey, and shall ensure the site properties meet the required physical properties to support the structure offered. Should the offeror require any fill material from a different site to assemble defense system, the offeror shall take fill material soil samples and/or perform other appropriate soil studies to determine suitability of said material. The offeror is responsible for ensuring that the fill material used to fill the defensive barrier wall system meets all force protection requirements, and that the material does not include rocks or other inappropriate material that may cause injury or pose a safety risk should the bastion defense system come under attack. Shrapnel-producing material (3/4” and larger) must be screened and removed prior to filling the defense wall system. If delivery of fill material is necessary, the offeror shall include the location where appropriate fill material is to be obtained. The offeror is solely responsible for the acquisition of and quality of all fill material

1.2.7 Equipment and Machinery. For each project, the offeror shall identify, procure or rent the appropriate equipment and machinery to be used based on the project requirements.

1.3 Site preparation. The offeror shall identify additional tasks required to install a complete defense systems, including but not limited to, appropriate soil stabilization/fill, disassembly/removal of existing fencing and structures to include the existing perimeter wall, leveling/grading, etc. If any surface or subsurface obstacle is encountered, it will be removed and properly disposed of or if required (i.e. fencing, utilities, aqueduct, sewage line etc.), will be properly relocated/rerouted to allow for the construction. All work must be performed in accordance with the latest Colombian National codes. Throughout this site preparation phase care must be taken to ensure civilian structures that are on the base perimeter and adjacent to or along the path of the perimeter barrier wall are not damaged.

1.4 Water and sewage services. When required, the offeror shall ensure proper relocation/rerouting of water, sewer, and electrical installations. These items will be detailed and individually priced. The offeror shall indicate in its proposal how it plans to manage this task.
