STATEMENT OF WORK

1. Scope of work: The contractor (or manufacturer, as indicated in some parts of this document) should supply two easy-to-assemble modular structures with their doors (as described below), and deliver them ready for shipping in 20 ft or 40 ft containers as needed. In the case of vendors in the United States the cargo must be delivered to the INL Freight Forwarder facilities in El Doral, Florida. In the case of vendors in Colombia the cargo must be ready for shipping at the vendor facilities. The parts of the structures must be delivered along with the installation manual where the procedures, tools and safety recommendations must be included. Once the contract has been awarded, the contractor must provide between the next 10 calendar days the structural drawings with the distribution of columns and beams of each modular structure, as well as the weight of each modular structure. Installation service and shipping are not a part of this contract.

2. Contracting Officer’s Representative (COR): The Contracting Officer may designate in writing one or more Government employees, by name or position title, to take action for the Contracting Officer under this contract. Each designee shall be identified as a Contracting Officer’s Representative (COR). Such designation(s) shall specify the scope and limitations of the authority so delegated; provided, that the designee shall not change the terms or conditions of the contract, unless the COR is a warranted Contracting Officer and this authority is delegated in the designation.

The COR for this contract is the INL Management Logistic Supervisor

3. Description of Required Items. The following describes the general characteristics of the structures that must be delivered. The potential contractor must submit basic designs of the hangar and warehouse; the review and approval of these designs will be a requirement for contract award.

The specific characteristics not specified in this document and the detailed design must be defined by the contractor, and approved in a meeting with the contractor, the program manager and the technical advisors designed by the program manager (and other participants if required) prior to the manufacture. All the dimensions are subject to change and depend on the design. In some cases, UNITED STATES EMBASSY

(where indicated), the values shown represent minimum values, and can only be increased.

ITEM No. 1 – HANGAR

Estimated Dimensions:

Width: 125 ft (38.1 m) Length: 120 ft (36.6 m) Eave height: 18 ft (5.5 m) Vertical clearance: minimum 16.4 ft (5 m) Roof slope: minimum 15%

The structure will have windows with approximate measures of 1 m wide by 1.2 m height on the rear façade (one row with at least 8 windows). These windows should be evenly distributed alongside the hangar`s rear panels and will have 5 mm tempered glasses with a security film on the side facing inside, with rubber gaskets on every edge, to avoid contact with the frame and minimize vibration on the glass. The roof should have four transparent tile strips of about 0.9 m wide with a length all across the roof (see the attached drawings).

Airplanes hangar – front door

Front door for airplanes access, with minimum clearance of 23 m width by 5 m height. Built with about four light metallic sheets that move horizontally: two sheets from hangar`s center to each side, into the hangar`s structure by means of electrical motors, with the option of manual movement in case of emergency.

With limit switches and warning lights. For opening the door, the door panels will move over independent floor rails (these rails will be inside the hangar and will be embedded in the floor, to avoid damage to the airplanes’ tires), with minimum clearance between them to avoid entrance of people or animals. When completely opened, the doors will leave a clearance equal or greater than the minimum required clearance. When completely closed, the doors will avoid rainwater entering the hangar, by means of overlapping, rubber strips, etc. The vendor must submit for approval the design of the locking system for the doors.

Pedestrian doors

Two metal doors with frames and installation materials, for access and exit of the structure. Two panel doors for 75 occupants or less, NFPA Life Safety Code 101 compliant (see http://es.slideshare.net/maicol1383/nfpa-101-codigo-de-seguridad-humana-edicion-2000) and Colombian NTC 1700. The doors will be located in the positions shown in the drawings in the annex (the distance shown from the door to one edge is approximate).

ITEM No. 2 – WAREHOUSE

Estimated Dimensions:

Width: 65 ft (19.8 m) Length: 90 ft (27.4 m) Overhang height: 18 ft (5.5 m) Vertical clearance: minimum 16.4 ft (5 m) Roof slope: minimum 15%

The minimum level of illumination required is 2 lumens by square foot. For this purpose, it is recommendable that the warehouse’s roof should have at least three transparent tile strips of about 0.9 m wide with a length all across the cover, or better natural illumination according to the stated standard (see the attached drawings).

Warehouse front door

Front door for forklift and truck access, with minimum clearance of 6 m width by 5 m height. Built with two sheets with horizontal displacement from the middle to both sides into the warehouse. The doors will be supported on a superior beam, and on an embedded floor rail (its structure should be inside the warehouse), to allow easy movement by one person. When fully opened, the entrance area must be equal or greater than the minimum clearance established.

The doors will be located in the positions shown in the drawings in the annex (the distance shown from the door to one edge is an approximate).

COMMON CHARACTERISTICS FOR BOTH STRUCTURES

Building shape: Gabled

Wind bracing, cabled

Rigid Frames: Tapered beam, non-expandable

Frame spacing: as required by manufacture

Roof and walls type: In galvanized sheet 26 gauge or stronger, pre-painted in almond or beige color, PBR, Acesco Master 1000 or similar.

Live load: 30 pounds per square foot (PSF) or greater

Wind Load: 100 km/h or better.

Girder Condition: Flush / Bypass

Ventilation: By natural convection (ej ridge venting on the roof and ventilation gratings on the walls), designed to provide an adequate air flow in Mariquita weather (hot and high humidity). The chosen system must avoid rainwater entering the structure (for example, by means of enough overlapping).

Rainwater collection: with metallic gutters and downpipes, properly treated to avoid corrosion and located so the water does not affect the structure.

The design be compatible with the Mariquita’s weather (must take into account heavy rain, usual in the area) and soil (soils study is available).

Materials

Structural elements in heavy metal galvanized steel, complying with International Building Code (IBC) 09. The structures must have a roof, side walls and structural support resistant to heat, humidity, rainy weather and strong winds (100 MPH or greater).

The structures must have supports and anchors on the bases to be fixed over concrete slab, capable of weaving or merging laterally the structural modules.

Panel Type

The number of panels required to complete the structure must be selected by the manufacturer according to the dimensions of the structure. The manufacturer shall ensure that the bearing capacity and the strength of the structure are safe for mounting and future use.

The panels should be pre-painted, made in gauge 26 sheet, and offer a high resistance to corrosion (it is desirable that the manufacturer offers a written warranty on this subject, indicating the warranty time).

The manufacturer will supply all the parts or components to affix the structures’ bases to a concrete slab (connectors to the anchor plate), for the assembly between the panels, sealing of joints, as well as for insulation (equipment, nuts, washers) and all other required accessories.

The structure’s color will be chosen among the options given by the assigned vendor.

4. Guarantee

The manufacturer shall present a warranty for the structural resistance and resistance to rust, for roofs and walls, and a warranty for the structural components. These warranties must be presented in written (are not policies) and their duration should be at least for 10 years.

The structures must comply with the seismic design standards, D category (1.50), or with the seismic Colombian technical standard NSR 10.

5. Installation, documentation and technical advice: The installation will be carried on by contractors already working with the U.S. Embassy. The manufacturer must provide sufficient and well detailed plans and manuals for this purpose.

The manufacturer will deliver the construction engineering plans, as well as the maintenance manuals for the structures.

The manufacturer will also recommend engineering aspects for the foundation and concrete slab construction for the structures’ and their doors support, to allow their adequate attachment and installation.
