About this file
This addendum file documents the pre-bid conference proceedings and project updates for the Tabor Correctional Institution Fire Alarm Replacement project issued by the North Carolina Department of Adult Correction, Central Engineering. The project involves replacement of all fire alarm-related devices, panels, and electrical/mechanical controls at the Tabor Correctional Institution located at 4600 Swamp Fox Highway West, Tabor City, NC 28463 (SCO #25-29801-01A, Job Order #4833, Contract #C11856). The scope includes replacing the aspirated system within dorm chases with smoke detectors wired to a new fire alarm panel via existing wiring, with an alternate allowing work in one occupied pod at a time. The mandatory pre-bid conference was held on June 25, 2026 at 10:00 a.m. at the facility; attendance was not required if bidders attended the first pre-bid conference on May 14, 2026. Sealed bids are due July 14, 2026 at 10:00 a.m. at the NCDAC DECM office, Door #4, 2020 Yonkers Road, Raleigh, NC 27604. The project schedule is 365 consecutive calendar days from the Notice to Proceed date, with Notice to Proceed anticipated in September-October 2026. Questions must be submitted in writing to Mark Lyons no later than July 2, 2026 at 3:00 p.m. All bids must be submitted on a lump-sum basis with unit pricing provided for specific line items including smoke detector replacement, duct detector replacement, initiating and control devices, notification devices, low-voltage wiring, conduit and boxes, and pod-specific costs.
All proposals must include a bid bond, cash deposit, or certified check equal to not less than 5% of the proposal amount, with performance and payment bonds equal to 100% of the contract price required upon award. Bidders must complete the Identification of Minority Business Participation form and submit either Affidavit A or B as required by North Carolina General Statutes 143-128.2c; failure to complete these forms results in bid rejection. General contractors must hold either Intermediate or Unlimited license classification, though electrical, mechanical, and plumbing contractors may bid as single prime if general construction does not exceed 25% of total construction value. Payment will be made based on 95% of monthly progress estimates with final payment upon completion and acceptance. All work must comply with strict security requirements including background checks and PREA training for all contractor personnel entering the facility. The contractor must provide temporary power, water, toilet facilities, and establish a secure laydown area. Work in occupied pods must occur one pod at a time with inmates under officer escort and lockdown protocols. Work in the Enterprise Warehouse/Sewing Plant must be completed outside normal operating hours (Monday-Thursday, 6:00 a.m. to 4:30 p.m.).
