About this file

This Addendum #2 document, issued by the North Carolina Department of Natural and Cultural Resources (NCDNCR) on August 19, 2026, provides responses to contractor questions and clarifications regarding the Bentonville Battlefield State Historic Site Maintenance Facility construction project (SCO ID# 25-29190-01A) located at 5466 Harper House Road, Four Oaks, North Carolina. The project involves construction of a pre-engineered pole barn maintenance facility with four base bays and up to three additional optional bays, concrete slab foundation, associated site work, and utility connections. The base bid scope includes a maintenance building with metal liner panel exterior walls, metal stud framing, metal roofing, overhead doors, HVLS ceiling fans, electrical systems, plumbing including yard hydrants, and grading with erosion control measures. The contract duration is 120 days from the Notice to Proceed, with liquidated damages provisions noted in the Supplementary General Conditions Article 23. Addendum #2 clarifies that Construction NTP will not be issued until metal building submittals are approved and delivery dates confirmed; confirms Johnston County Water Department will perform water taps and meter installation with the owner responsible for tap fees; provides updated civil drawings addressing discrepancies between tree removal limits and erosion control limits; and revises alternate bid items, specifically noting that Alternate #2 now addresses removal of existing concrete pad and replacement with asphalt paving using a typical paving section.

Key clarifications in this addendum eliminate several Minority Business Enterprise (MBE) documentation requirements previously mandated, removing the Identification of HUB Certified/Minority Business Participation form and Affidavits A through D from post-award filing requirements while retaining the requirement for MBE participation identification with the initial bid submission. Technical clarifications confirm that all exterior walls require cold-formed metal stud framing with metal liner panels (no gypsum wallboard), specify CMU partition walls stop at 18 feet above finished floor, and require manufacturer's standard waterproofing details at panel-to-slab transitions. The HVLS fans specified are 10-foot gearless direct-drive models with cut sheets provided as basis of design, and overhead doors (12x10) are required for each alternate bay. The addendum confirms no field painting is required for pre-painted metal liner panels, though CMU walls require field paint. Duke Energy will provide underground electrical connection from a new pole-mounted transformer to the meter base, with the electrical contractor providing the meter base. No local permitting or inspections are required as this is a State Construction Office project. Revised bid forms are included reflecting these modifications.

ADDENDUM NUMBER 2

RESPONSE TO QUESTIONS AND CLARIFICATIONS

August 19, 2026

Questions

1. The duration of 120 days will not allow for the current market lead times for procurement of metal buildings (~12-14 weeks after release). Please confirm that Construction NTP for 120 day duration will NOT be issued until after the metal building submittals have been approved and a projected delivery date provided by the manufacturer as discussed at the site visit.

Please see Addendum 1.

2. Please confirm no local permitting or inspections will be required since this is a State Construction Office project.

Confirmed.

3. Please clarify/confirm if Johnston County Water Department will make the tap and install the meter (i.e.

Contractor is not responsible for making tap or paying tap fee).

The Johnston County Water Department will make the tap and install the meter, and the owner will be responsible for paying the Johnston County Water Department.

4. During the site visit, it was identified there is a discrepancy between the limits of tree removal shown on Sheet C-102 and what is shown as the Limits of Disturbance on Sheet C-701 (approved erosion control plan).

Please provide updated Civil Drawings that reflect the true clearing limits and limits of disturbance:

Please see attached.

7. Will new / revised drawings be issued in a forthcoming addendum incorporating the changes per RFI responses?

Yes, some drawings have been revised to illustrate revisions and are included.

8. Per responses provided with Addendum 1 RFI’s, it is our understanding Alternate #2 will be revised to reflect removal of the pad and replacement with concrete pad. Will this change be addressed in a future addendum in both the drawings and bid forms?

Yes, please see attached.

9. There was mention during the site visit that the MBE forms would be changing. Please clarify/confirm what, if any, changes to the bid documents are forthcoming via addendum.

The following documents are no longer required:

Identification of HUB Certified/ Minority Business Participation

State of North Carolina AFFIDAVIT A – Listing of Good Faith Efforts

State of North Carolina --AFFIDAVIT B-- Intent to Perform Contract with Own Workforce

State of North Carolina - AFFIDAVIT C - Portion of the Work to be Performed by HUB Certified/Minority Businesses

State of North Carolina AFFIDAVIT D – Good Faith Efforts

In addition, Appendix E MBE Documentation for Contract Payments is no longer required for payments.

10. The architectural drawings have various details indicating the exterior walls are to have an insulated metal panels, 6” Cold Formed Metal Stud Framing with blanket insulation, and in certain details Gypsum Wallboard or Metal Liner Panel as the interior finish. Per discussions during the site visit, there is no specification included for GWB, Metal Studs, and the drawings do not indicate where the metal liner panels are required (i.e. start/stop). Please clarify the following:

Do ALL exterior walls require CF Metal Stud Framing along the interior of the building?

Confirmed, all exterior walls to require Metal Stud Framing.

Do ALL exterior walls require GWB?

Provide manufacturers liner panels in lieu of gypsum at details 3/A500 & 4/A500. All exterior walls to be liner panel. No GWB in the project.

Do ALL exterior walls require metal liner panel?

Confirmed, all exterior walls to require metal liner panel.

Can the drawings be provided with a “typical wall detail legend” to indicate the makeup of walls if there are multiple types of walls (i.e. some with only metal liner panel, some with CF Metal Stud Framing/Insulation/GWB, etc.), or is it up to the bidders to determine varying wall type locations?

There are two wall types as detailed on 5/A201, 1-5/A500 (Exterior Wall) and 7/A500, G000 (Interior CMU Wall). 1/A101 shows location of CMU wall type 0M758.

11. The drawings do not indicate whether the CMU partition walls shown to be constructed along column lines B & D on Sheet A101 are to be full height to underside of roof purlins or stop level at a certain height above finished floor. Section 5 / A201 appears to indicate the walls are “level” but does not indicate height above finished floor. Please clarify.

CMU walls to stop at 18’-0” AFF.

12. There is no specification provided for the HVLS fans. Please provide a basis of design for the fans and indicate how many (if any) will be needed if the add alternate bay(s) are to be awarded.

The 2 HVLS fans are 10-ft gearless direct drive fans. We have also attached the cutsheet for the basis of design.

13. Are overhead doors (12x10) required for each alternate bay similar to openings 102/103A/104 in the Base Bid?

Yes.

14. Can an elevation view be provided similar to Detail 3/A201 indicating that all “additional bays” are to be fully enclosed?

We are confirming that additional bays are to be fully enclosed.

15. The roof finish schedule shown on Sheet A101 indicated all walls are to be painted”P1”. Detail 5/A500 indicated metal liner panels are to be installed adjacent to overhead doors which come “pre-painted” from the factory. Will the new metal liner panels require field painting?

No field painting is required for liner panels. Pre-painted factory finish is acceptable. CMU walls will require field paint as shown on A101.

16. The RFI#5 response provided in Addendum 1 indicates that the Base Bid is to include the full building slab inclusive of additional bays whether awarded or not.

Where the end wall of the building ‘crosses’ the slab, how do we “seal” this location if the floor slab is at the same elevation across the building? There would need to be some way to seal the bottom of the panels to prevent water infiltration at this location.

Provide manufacturer's standard waterproofing detail.

Clarifications

1. Duke Energy shall provide underground electrical connection from new pole mounted transformer to meter base. Meter base to be provided by E.C. refer to attached drawings (E001).

2. Use attached revised bid form.
