The project involves construction of a new pre-engineered pole barn structure with enclosed bays and storage to improve the existing maintenance field and barn area at Bentonville Battlefield State Historic Site. The concrete slab is sized to accommodate up to seven total bays, with base bid and alternate bid configurations available. A pre-bid conference was conducted on August 5, 2026, at 10:00 A.M., with attendance lists provided. Bids are due September 2, 2026, at 2:00 P.M., submitted in sealed envelopes to the Assistant Site Manager, Derrick Brown, at the project address. Questions and clarifications must be submitted by the cut-off date of August 12, 2026, at 5:00 P.M., directed to Project Manager Patrick Haramija at Patrick.Haramija@RVE.com. The project will be performed under a single prime contract with a time of completion of 120 calendar days from the notice to proceed, including close-out, with liquidated damages of $500 per day. The NCDNCR Project Manager is Erin Lawrence (erin.lawrence@dncr.nc.gov), and design documents are available from RVE, Inc. at 3211 Shannon Road, Durham, NC 27707 (919-493-5277).
The addendum provides clarifications and responses addressing contractor questions regarding project scope, specifications, and requirements. Key clarifications include removal of the existing concrete pad and replacement with asphalt pavement as an alternate bid item; removal of trees, shrubs, and vegetation within five feet of the existing maintenance yard fence; and removal of stumps within five feet of the existing pad under the revised Alternate 2. The project is a Full Oversight State Construction Office project requiring structural inspections (compaction, footings, rebar, torque testing, and welding) and electrical inspections. After-hours and weekend work is permitted and included within the 120-day completion timeframe. The limit of disturbance has been reduced to under one acre, and the contractor is responsible for site verification of existing conditions with costs borne by the contractor for any discrepancies. HUB requirements have been removed from the project. All addenda and correspondence will be communicated via email only, with contractors required to acknowledge receipt.

PRE-BID CONFERENCE
ADDENDUM NUMBER 1
August 5, 2026, 10:00 A.M.
CLARIFICATIONS/ RESPONSES
FROM PRE-BID CONFERENCE AND CONTRACTORS’ QUESTIONS
General and Contractual:
1. After-hours and weekend work will be allowed.
2. The contractor shall clear and remove all trees, shrubs, and vegetation within five (5) feet of the existing maintenance yard fence as required to accommodate the proposed improvements.
3. The existing concrete pad within the maintenance yard shall be removed and replaced with asphalt pavement in accordance with the project drawings and specifications. Work to be included as an alternate bid item and is not part of the base bid.
4. A revised bid form will be submitted with the next addendum to identify the alternate prices.
General Clarifications and Changes:
1. Question: Will the owner reconsider the insulation requirements to provide a cheaper option?
Answer: The Owner is interested in reserving the right to condition the space in the future and may elect to move forward with the split system. This requires a minimum level of insulation. The insulation specified just meets these requirements. No change.
2. Question: Are fans intended to be installed in the alternate bays?
Answer: See General Note 6 on E-100.
3. Question: What are the plans for the interior CMU separation walls each configuration?
Answer: The interior walls are intended to be CMU. If additional bays are included in the design then the eastern CMU wall would just move plan east over to the next column grid. The total number of interior CMU walls would not change if additional bays are selected.
4. Question: Please provide a general list of inspections needed.
Answer: This project is a Full Oversight State Construction Office (SCO) project. Please familiarize yourself with Section 705 Electrical Inspections, C. Scope of Electrical Inspections. Structural inspections will also be required, including but not limited to, compaction, footings and rebar, torque testing and structural welding, as applicable. Final SCO inspections will be needed, as well. Bidders are encourage to familiarize themselves with the SCO Final Inspection form.
5. Question: Will the additional bays be enclosed? Will they have roll up doors?
Answer: Yes, the additional bays would match the fourth bay of the base bid. Note: Base bid includes the slab for the entire length, regardless of which alternates are selected.
6. Question: Are we expecting any drywall?
Answer: No.
Civil Clarifications and Changes:
1. Question: Confirm limit of disturbance (LOD).
Answer: LOD has been reduced to under an acre, to align with project goals. Please see below.
2. Question: Confirm limit of tree removal.
Answer: The limit of disturbance and limit of tree removal has been reduced, as discussed on-site. Please see limits below. Trees shall be cleared within 5’ of the existing fence, and as needed to complete the scope of work.
3. Question: Is restoration of the road required?
Answer: Yes, to pre-construction conditions.
4. Question: Would the owner consider a revision to Add Alternate 2 “Fill in cracks in existing maintenance yard concrete pad?”
Answer: Yes, revise to remove existing pad and replace with Typical Paving Section, which is detailed below. Stumps within 5’ of the existing pad shall be removed. Note that the 10’ concrete slab extension is unchanged.
5. Question: Will stumps need to be removed?
Answer: In the Base Bid, stumps adjacent to existing concrete pad shall not be removed (so that the concrete pad isn’t damaged further). Revised Add Alternate 2 shall include the cost of removing stumps.
6. Question: Will demolished items need to be removed from the site?
Answer: Yes, with the costs the responsibility of the contractor.
Electrical Clarifications and Changes:
1. Question: Clarify what has been coordinated with Duke and what the contractor's responsibility will be.
Answer: Our team has been coordinating with Duke. Contractor to provide conductors, conduit, trenching and pull rope from new pole mounted transformer to meter. Contractor to coordinate requirements with Duke Energy and provide secondary conduit for future data.
