Summary
This is Addendum No. 2 to the contract documents for the Hammocks Beach State Park Cow Channel Dredging project, issued by Andrew Consulting Engineers, P.C. on behalf of the North Carolina Department of Natural & Cultural Resources, Division of Parks and Recreation. The addendum announces a critical change to the bid submission deadline, moving it from Wednesday, July 22, 2026, at 3:00 PM to Thursday, July 30, 2026, at 3:00 PM. Sealed proposals must be delivered to the Hammocks Beach State Park Visitors Center, 1572 Hammocks Beach Road, Swansboro, NC 28584, addressed to Park Superintendent Sarah Kendrick in an opaque sealed envelope clearly marked with the proposal title, bidder name, and contractor's license number. The project involves dredging approximately 42,000 cubic yards of material from Cow Channel to a maximum depth of 8.0 feet below mean lower low water with a tolerance of plus or minus 1 foot, with dredged material placed on the ocean-side beach of Bear Island. General contractors must hold an Unlimited Building Contractor license classification under North Carolina General Statutes Chapter 87, Article 1. All work must comply with requirements of the North Carolina Department of Environmental Quality, the United States Army Corps of Engineers, and applicable state and federal regulations.
The addendum clarifies that sealed proposals cannot be submitted electronically and must be delivered in physical form to the specified location. Revised Specification Section 312000—Earth Moving is included as an attachment and governs the dredging, dike construction, spoil deposit management, and beach nourishment activities. The CAMA Major Permit (Permit No. 81-26), issued July 14, 2026, with an expiration date of July 14, 2031, authorizes excavation and filling in Onslow County adjacent to Cow Channel and the park ferry dock to the oceanfront of Bear Island. Key permit conditions include excavation depth limitations of 9 feet below mean lower low water level, maintenance of dredge pipe alignment, protection of coastal wetlands, proper handling of dredge material, and implementation of sedimentation and erosion control measures. Beach nourishment activities are prohibited from May 1 through November 15 without prior approval to protect sea turtles, and all contractors must schedule a pre-construction conference with the Division of Coastal Management prior to initiating any dredging or mobilization activities.

ADDENDUM NO. 2
CONTRACT DOCUMENTS FOR: July 16, 2026 Hammocks Beach State Park Cow Channel Dredging Hammocks Beach State Park, Swansboro, NC
SCO ID #: 06-06920-03A
ACE Project #: 25001
The bid date HAS BEEN CHANGED From Wednesday, July 22, 2026, 3:00 PM to Thursday, July 30, 2026, 3:00 PM.
ATTENTION ALL BIDDERS:
The following items shall take precedence over drawings and specifications of the above named project, and shall become part of the contract documents. Any original item in the specifications or indicated on the drawings not herein specifically amended, voided, or suspended shall remain in effect. Failure to acknowledge receipt of this Addendum will result in the bid being deemed non-responsive.
The bidding date CHANGED: From Wednesday, July 24, 2026, 3:00 PM to Thursday, July
30, 2026, 3:00 PM.
The NC Division of Parks and Recreation has hired Andrew Consulting Engineers to be their representative on the project. Any and all correspondence must go through our office.
The following questions were submitted by prospective bidders to Andrew Consulting Engineers during the bidding period. The responses below constitute the official interpretation and clarification of the Contract Documents.
RESPONSE TO QUESTIONS:
Question No. 1 Are these bids allowed to be sent in electronically?
Response:
• Sealed proposals will be received by the North Carolina Department of Natural & Cultural. Resources Division of Parks and Recreation for the state of North Carolina, at Hammocks Beach State Park Visitors Center, 1572 Hammocks Beach Road, Swansboro, NC 28584, attention to the office of Sarah Kendrick, Park Superintendent
(Page 3 Project Manual).
• Proposals should be addressed as indicated in the Advertisement for Bids and be delivered, enclosed in an opaque sealed envelope, marked "Proposal" and bearing the title of the work, name of the bidder, and the contractor’s license number of the bidder. Bidders should clearly mark on the outside of the bid envelope which contract(s) they are bidding. (Page 8 Project Manual).
Question No. 2 In addition to asking if the bid can be submitted electronically, I need a definite answer from you in regard to what contractor license is required for this project. It is unfortunately not the Contractors decision on which to use, and we cannot ask the license board which license we should use being that we are not the engineers on this project. An Unlimited Building Contractors license CAN NOT be used for projects that require an Unlimited Marine Contractors license and vice versa, thus making it pretty important that you let us know what this project requires being that you are the engineers on the project. If in fact this project requires an Unlimited Building Contractors license, which is very clearly described in the specs, then this is a project that we will not be able to bid, being that we are not licensed as a Building Contractor. I however think that the specs are incorrect and where not put together with the mindset of this being a marine proejct, but the fact that you are doing piling work (which should still fall under a marine license) and also having to repave a road to specs that were not provided, that could trigger needing a building contractors license.
Response:
• General contractors are notified that Chapter 87, Article 1, General Statutes of North Carolina, will be observed in receiving and awarding general contracts. General contractors submitting bids on this project must have license classification for Unlimited Building Contractor (Page 4).
