U.S. Mission Cameroon Solicitation for Freight Forwarding Services

Questions and Answers # 2 January 19, 2012

1. The minimum and maximum contract values are given in FCFA. Payment from the US Embassy will be in US Dollars, correct?

Answer #1: Contract award will be made in the currency indentified in the successful offeror’s proposal. Invoices shall be submitted in that currency and payment will be made in that currency. Please see 52.225-17 in the RFQ for information on how the various currencies will be evaluated.

2. Line item pricing is to be given in US Dollar, correct?

Answer #2: Pricing in US Dollar or FCFA (XAF) is fine. The offer shall identify which currency is being proposed.

3. Is pricing to be based on one single trip or cost of one trip multiplied by estimated number of trips?

Answer #3: see SECTION 1 - THE SCHEDULE of SCM800-12-Q-OOO1 posted on December 12, 2011 for details. Pricing shall be based on the “rate per unit” identified in the RFQ for each specific line item. Price evaluations will be performed based on paragraph (c) of Section 4, Evaluation Factors.

4. In the line item: “Douala Airport/ Douala Embassy Branch Office-Trip” is the baseline for pricing 1248 kgs of airfreight?

Answer #4: Item (a)(7) Douala Airport/ Douala Embassy Branch Office-Trip – Pricing is based on “Trip”. A Trip is the transporting of an airfreight shipment or UAB shipment from point of pick-up to the drop off point at the final destination.1248kgs is an estimate provided in Line Item (C) (3) & (C) (4) under Handling and Clearance Fees and is not related to Line Item (a)(7)

5. There is no provision for ocean freight or airfreight pricing inbound in the RFP, only outbound ocean freight and costs from airport / port to destination Embassy. With each task order, will freight from the US and Europe be part of the request that is priced at that time?

Answer #5: Inbound freight is handled differently and not within the scope of this contract.

6. Does the maximum budget for each year 50,000,000 FCFA include ocean and airfreight or just the movements from port/airport to each Embassy?

Answer #6: Transportation, clearance and freight forwarding services.

7. Please advice what type of cargo will be transported in the containers and break bulk.

Answer #7: see Attachment 1 - 2, Definitions, “Article” - of SCM800-12-Q-OOO1 posted on December 12, 2011 for details.

8. Please advice if HAZMAT cargo will be part of the shipment?

Answer #8: Yes.

9. Given the volatile oil prices will there be any possibility to have an economic price adjustment if the fuel prices go up?

Answer #9: This is a firm fixed-price contract. Performance period has been reduced to 1 base year plus 1 option year.
