Geospatial Principal InvestigatorProvide expert level strategic and technical support of a highly specialized nature. The Principal Investigator solves complex technical problems and is responsible for providing technical direction to federal program management staff and program stakeholders in order to define project scope, identify resource requirements, identify strategic risks, and assess project feasibility relative to the mission of GTAC, the Geospatial Management Office, and the Forest Service.The minimum requirements for this position include all of the following: Demonstrated ability to problem solve at a strategic level, defining set plans to achieve business goals. Demonstrates experience providing expert level assistance in developing complex technical proposals and managing geospatial project activities. Applies expertise and knowledge in supervision of project staff for work required by the project including remote sensing data collection, field data collection, image processing and preparation of final deliverables. Geospatial Project Manager Provide expert level project management to document and manage project/program tasks, coordinate and manage project schedules, identify and manage/mitigate project risks, manage resources required for projects, and coordinate in order to bring assigned projects to completion on time, within cost, and within specifications. Identifies synergies across projects/programs and/or duplication of effort across individual tasks to reduce redundancy and program costs, increase efficiency and identify and implement best practices. Supervises multiple projects and allocates/balances resources assigned, identifies interdependencies, identifies/mitigates/manages risks, prepares action plans, resolves problems and takes corrective measures, produces/oversees main program documentation, and ensures effective communication between stakeholders. The minimum requirements for this position include all of the following: Demonstrated experience in project management, client maintenance, supervision, and project development of geospatial/remote sensing projects. The minimum requirements for this position include all of the following: Demonstrated experience in creating scripts (e.g., Python, JavaScript, ERDAS SML and EML, R, , etc.) for automated processing and analysis/modeling of geospatial data, including remote sensing datasets. *FAR 52.217-8 Option to Extend Services will be included in the contract with the intent to use as a failsafe. If exercised, the prices on contractor’s price list from last year of performance will be utilized for the extension of services.
*Offerors shall include the fully burdened hourly rates for each labor category above for each year services may be ordered within the period of performance of this requirement. The offeror's labor rates shall contain all of the offeror’s costs inclusive of profit, all overhead (to include home office and field overhead), cost escalation, labor burden, insurance, general and administrative expenses, subcontractor mark-up, mobilization and demobilization, and all other costs, including but not limited to, preparation of reports, correspondence and documentation required by law or the contract specifications, tax laws, and costs necessary to interface with government representatives, and coordination with occupants and other contractors when required.

*The fully burdened labor rates specified in within this price schedule shall represent the maximum allowable rates for task orders issued and will be used for price analysis for modification purposes.
