Sample Task 01 Post-Fire Mapping Support Task Order
Performance Work Statement (PWS)
1. BACKGROUND
The USDA Forest Service Geospatial Technology and Applications Center (GTAC) Disturbance Assessment and Services (DAS) program conducts post-fire disturbance mapping and assessment activities. These DAS activities have several sponsors and stakeholders and provide distinct products and services to meet the unique needs of end users in the Forest Service and interagency wildfire/resource management communities. These established support products and services have been delivered as part of the GTAC’s annual geospatial support activities for more than two decades.
2. SCOPE OF WORK/OBJECTIVE(S)
The purpose of this task order is to provide routine geospatial support services to DAS programmatic activities outlined in Section 3. The primary objectives of this task include 1) provision of products and services for Forest Service/Department of Interior (DOI) post-fire mapping programs; and, 3) miscellaneous geospatial support and enhancements post-fire mapping and related activities for agency and external agency cooperators.
Due to uncertainties in anticipated wildfire activity, information/data needs, quality and/or availability of necessary input data, changes and/or additional requirements may be requested by cooperators and end users during the course of this task order. Specific requirements, deliverables and schedules for all activities over the period of performance shall be defined with joint concurrence by the Contracting Officer Representative (COR), the Contractor and relevant project cooperators. Planning and decision-making will be conducted in the context of available task order funding, current programmatic objectives/priorities, support requirements by project stakeholders/end users, and availability of contract support staff. The number of hours estimated by the Government, by labor category, for each task order activity, as well as an estimate for anticipated travel, are documented in Section 5.
All specific task deliverables and requirements are outlined in the Delivery/Reporting Requirements summary table in Section 13. In accordance with the Rehabilitation Act of 1973, all deliverables submitted under this task order shall be Section 508 compliant, where applicable.
The resulting task order will be Firm Fixed Price.
3. REQUIRED TASKS
3.1 DEVELOP & DISTRIBUTE POST-FIRE DATA & PRODUCTS. The Contractor shall provide data processing, analysis, mapping and associated technical support services for post-fire mapping programs executed by GTAC and its DOI partners, including Monitoring Trends in Burn Severity (MTBS), BAER Imagery Support, Rapid Assessment of Vegetation Condition after Wildfire (RAVG), Prairie Fires and “Undersized” Fires. The Contractor shall conduct these activities in accordance with respective program requirements, protocols, methods, objectives, priorities and schedule. General activities are described below for each post-fire mapping program.
Monitoring Trends in Burn Severity (MTBS) Program:
• The Contractor shall identify, access, prepare and process necessary satellite/airborne imagery and geospatial data.
• The Contractor shall assess and map current and historical fires that meet MTBS criteria, including Provisional Initial Assessment (PIA) fires, and generate and distribute the full suite of fire-level data and products.
• The Contractor shall prepare and provide completed MTBS products and databases to publish on the MTBS website (http://www.mtbs.gov) and the Burn Severity Portal (https://burnseverity.cr.usgs.gov), support other routine MTBS data management and release activities, provide assistance in developing web content, and support the development of MTBS reporting and trends documentation.
• The Contractor shall monitor and assess new and/or evolving geospatial data and technologies, conduct relevant research and development activities, update and refine protocols and methods, and maintain necessary technical guidance and documentation.
• The Contractor shall ensure quality and completeness of MTBS data and products, document pertinent project tracking/performance information and metrics, and perform other associated MTBS geospatial technical support activities.
3.1.1 QASP MEASURE. MTBS data/product quality and program schedule targets are attained by leveraging approved tools/technologies and ancillary data, conducting calibration activities among Forest Service and USGS mapping analysts, evaluating and assessing output datasets and mapping products, documenting and monitoring fire assessment and mapping metrics, etc.
3.1.2 QASP MEASURE. 95% of randomly sampled MTBS data product deliverables http://www.mtbs.gov/ https://burnseverity.cr.usgs.gov/ meet MTBS inspection criteria conducted by the COR.
3.1.3 QASP MEASURE. Data/technology monitoring, protocols/methods development, technical support activities and delivered documentation and products/information are sound, accurate, reliable and complete and adhere to best practices/standards.
3.1.4 QASP MEASURE. MTBS protocols/methods, tracking/performance information and other developed project and technical documentation are stored in the appropriate location on the designated DOI/Forest Service Teams Channel.
BAER Imagery Support Program:
• Based on capacity of federal staff, levels of ongoing fire activity and/or current support demand, the Contractor shall provide scalable support to BAER Imagery Support Program activities described below.
• The Contractor shall identify, access, prepare and process necessary satellite/airborne imagery and geospatial data.
• The Contractor shall assess and map fires requested by BAER teams, generate and distribute the full suite of fire-level data and products and provide associated support services.
• The Contractor shall prepare and provide completed products and databases to publish to designated local network location (Box) for BAER team access, on the BAER Imagery Support website (https://burnseverity.cr.usgs.gov/baer) and the Burn Severity Portal (https://burnseverity.cr.usgs.gov); support other routine BAER Imagery Support data management and release activities; and provide other mapping, analysis and information summary products requested by BAER teams.
• The Contractor shall monitor and assess new and/or evolving geospatial data and technologies, conduct relevant research and development activities, update and refine protocols and methods, and maintain necessary technical guidance and documentation.
• The Contractor shall ensure quality and completeness of BAER Imagery Support data and products, document pertinent project tracking/performance information and metrics, and perform other associated geospatial technical support activities.
• The Contractor and COR will coordinate on scheduling and flexibility to ensure support during non-business hours, including weekend support (Friday-Sunday), based https://burnseverity.cr.usgs.gov/baer on the availability of contractor staff.
3.1.5 QASP MEASURE. 95% of supported fires are mapped using imagery acquired at or as close as possible to the requested BAER team start date as assessed by the
COR.
3.1.6 QASP MEASURE. The full suite of derived BAER Imagery Support fire-level geospatial products are posted to the designated local or network location the same day if suitable imagery is available from the source provider (e.g., USGS EROS, etc.) by 3PM, or the next day by 11AM if the imagery is available after 3PM.
3.1.7 QASP MEASURE. BAER Imagery Support data/products quality and completeness meet requirements as assessed by the COR.
3.1.8 QASP MEASURE. Data/technology monitoring, protocols/methods development, technical support activities and delivered documentation and products/information are sound, accurate, reliable and complete and adhere to best practices/standards.
3.1.9 QASP MEASURE. BAER protocols/methods, tracking/performance information and other developed project and technical documentation are stored in the appropriate location on the designated DOI/Forest Service Teams Channel or on the local GTAC network location designated by the COR.
Rapid Assessment of Vegetation Conditions after Wildfire (RAVG) Program:
• Based on capacity of federal staff and the demand for assessments of current or historical fires, the Contractor shall provide scalable support to RAVG Program activities described below.
• The Contractor shall identify, access, prepare and process necessary satellite/airborne imagery and geospatial data.
• The Contractor shall assess and map fires that meet RAVG criteria or requested by agency/external agency partners, generate and distribute the full suite of fire-level data and products and provide associated support services.
• The Contractor shall prepare and provide completed products and to publish to designated local network location (Box) for Forest Service staff access, on the RAVG website (https://burnseverity.cr.usgs.gov/ravg) and the Burn Severity Portal (https://burnseverity.cr.usgs.gov); support other routine RAVG data management and release activities; and provide other mapping, analysis and information summary https://burnseverity.cr.usgs.gov/ravg products requested by program cooperators.
• The Contractor shall monitor and assess new and/or evolving geospatial data and technologies, conduct relevant research and development activities, update and refine protocols and methods, and maintain necessary technical guidance and documentation.
• The Contractor shall ensure quality and completeness of RAVG data and products, document pertinent project tracking/performance information and metrics, and perform other associated geospatial technical support activities.
3.1.10 QASP MEASURE. RAVG mapping products are developed using suitable imagery for the appropriate and/or requested assessment timing as assessed by the
COR.
3.1.11 QASP MEASURE. RAVG data/products quality, completeness and delivery meet requirements as assessed by the COR.
3.1.12 QASP MEASURE. Data/technology monitoring, protocols/methods development, technical support activities and delivered documentation and products/information are sound, accurate, reliable and complete and adhere to best practices/standards.
3.1.13 QASP MEASURE. RAVG protocols/methods, tracking/performance information and other developed project and technical documentation are stored in the appropriate location on the designated DOI/Forest Service Teams Channel or on the local GTAC network location designated by the COR.
Other Related Post-Fire Programs:
• Based on capacity of DOI partners and support demand, the Contractor shall provide scalable support to activities that facilitate the Prairie Fires and “Undersized” Fires mapping programs described below.
• The Contractor shall identify, access, prepare and process necessary satellite/airborne imagery and geospatial data.
• The Contractor shall assess and map fires that meet program criteria or requested by agency/external agency partners, generate and distribute the full suite of fire-level data and products and provide associated support services.
• The Contractor shall prepare and provide completed products and databases to publish on the Burn Severity Portal (https://burnseverity.cr.usgs.gov); support other routine data management and release activities; and provide other mapping, analysis and information summary products requested by program cooperators.
• The Contractor shall monitor and assess new and/or evolving geospatial data and technologies, conduct relevant research and development activities, update and refine protocols and methods, and maintain necessary technical guidance and documentation.
• The Contractor shall ensure quality and completeness of data and products, document pertinent project tracking/performance information and metrics, and perform other associated geospatial technical support activities.
3.1.14 QASP MEASURE. Fire mapping products are developed using suitable imagery for the appropriate and/or requested assessment timing as assessed by the
COR.
3.1.15 QASP MEASURE. Fire mapping data/products quality, completeness and delivery meet requirements as assessed by the COR.
3.1.16 QASP MEASURE. Data/technology monitoring, protocols/methods development, technical support activities and delivered documentation and products/information are sound, accurate, reliable and complete and adhere to best practices/standards.
3.1.17 QASP MEASURE. Protocols/methods, tracking/performance information and other developed project and technical documentation are stored in the appropriate location on the designated DOI/Forest Service Teams Channel or on the local GTAC network location designated by the COR.
3.2 POST-FIRE TECHNOLOGY TRANSFER ACTIVITIES. The Contractor shall conduct routine technology transfer activities in the form of webinars, presentations, and responses to help desk inquiries. (NOTE: General remote sensing inquiries are covered under the scope of the GTAC Remote Sensing Help Desk Task Order.)
• The Contractor shall develop, refine and deliver routine post-fire webinars, instructor-led activities, self-paced training content and associated exercises that support end user understanding of Forest Service/DOI post-fire mapping programs and products, the appropriate use of provided data, and available tools/and technologies to support their access and use.
• The Contractor, upon request and approval by the COR, shall attend science/technical conferences, workshops or meetings and present post-fire technical information and analytical results in the form of poster and oral presentations.
• The Contractor shall compile/update materials for conferences, workshops and meetings with prior review and approval by COR.
• The Contractor shall address and resolve post-fire help desk inquiries in coordination with federal staff and within the constraints of technical resources available to program.
3.2.1 QASP MEASURE. The Contractor effectively coordinates with the COR and program stakeholders to update post-fire webinars, training content and associated exercises to demonstrate the effective use of post-fire data for resource management.
3.2.2 QASP MEASURE. Delivery of new and/or updated post-fire webinar and training content at least ten (10) business days in advance of the scheduled webinar, training activity or release with review and acceptance by the COR.
3.2.3 QASP MEASURE. At least 70% of webinar participants that complete an evaluation survey respond favorably to the delivery of the webinar (3 or above on a 5-point scale).
3.2.4 QASP MEASURE. Delivery of completed presentation/poster materials at least five (5) business days in advance of the scheduled conference, workshop or meeting with review and acceptance by the COR.
3.2.5 QASP MEASURE. The Contractor provides initial response within one (1) business day to help desk inquiries received via email from SM.FS.mtbs@usda.gov, to help desk inquiries received via email from SM.FS.baerimagery@usda.gov and SM.FS.PostFireRAVG@usda.gov when requested by the COR, or to other inquiries forwarded by COR.
3.3 POST-FIRE BUSINESS COMMUNICATIONS AND COORDINATION
SUPPORT. The Contractor shall participate in routine virtual and face to face post-fire meetings with DOI partners, as well as program cooperators and stakeholders, and conduct routine associated activities, including:
• The Contractor shall facilitate and conduct routine meetings focused on the exchange of essential information and the planning, execution and management of post-fire mapping technical topics and initiatives, including the refinement of post-fire mapping methods/techniques and workflows and the delivery of geospatial products and services,
• The Contractor shall compile/update and present GTAC briefing materials when mailto:SM.FS.mtbs@usda.gov mailto:SM.FS.baerimagery@usda.gov mailto:SM.FS.PostFireRAVG@usda.gov required for meetings with prior review and approval by COR.
• The Contractor shall document topics and information discussed at meetings, including action items requiring GTAC support.
• The Contractor shall inform COR of task status and progress via verbal reports, email communications and/or meetings.
3.3.1 QASP MEASURE. Meeting notes and travel/meeting report are complete, accurate, clearly written, grammatically correct and free from spelling and punctuation errors.
3.3.2 QASP MEASURE. Meeting notes and other documentation are stored in the appropriate location on the designated DOI/Forest Service Teams Channel or on the local GTAC network location designated by the COR.
3.3.3 QASP MEASURE. Delivery of completed briefing materials at least two (2) business days in advance of the scheduled meetings with review and acceptance by the
COR.
3.3.4 QASP MEASURE. Briefing materials are complete, accurate, clearly written, grammatically correct, free from spelling and punctuation errors, and comply with established standards; including 508 standards if applicable.
3.3.5 QASP MEASURE. Presentation delivery and meeting communications are accurate and professionally conducted by the Contractor as assessed by COR.

5. COMPLIANCE
Where applicable, the contractor shall provide deliverables in Plain Language (www.plainlanguage.gov) and in compliance with Section 508 of the Rehabilitation Act of 1973.
6. REPORTING
The contractor shall keep the COR informed of task status and progress through regular correspondence and/or meetings. The contractor shall archive all relevant activity documentation including performance measures met, meeting records/notes, and essential documentation in the storage location(s) designated for the project.
7. PLACE OF PERFORMANCE
The contractor shall perform the work under this task order virtually from a location approved by the COR.
8. PERIOD OF PERFORMANCE.
The period of performance is through 31 October 2025.
9. TRAVEL
Travel for this task order may be necessary to address meetings, conferences, workshops, field data collection/validation, and coordination or support functions associated with GTAC post-fire and other related programmatic activities. Trips may require participation of contract staff in the Geospatial Project Manager and Geospatial Analyst (I, II, II and IV) labor categories. When travel is required, the contractor shall employ the most economical and efficient means of travel, including number of hours for travel. Prior to incurring any travel expense on a cost reimbursable basis, the contractor shall obtain written authorization to travel from the Contracting Officer or COR. The contractor shall provide justification for why travel is necessary and include travel dates, origin/destination, personnel traveling, and an estimate of total travel and labor cost, including supporting documentation. Travel shall be in accordance with FAR Part 31.205-46. Reimbursement claims for expenses must be supported by valid receipts. The contractor shall provide a trip report to the COR within five (5) days of completion of travel.
10. GOVERNMENT FURNISHED PROPERTY (GFP)
GFP provided is in accordance with the basic contract.
11. MISSION ESSENTIAL SERVICES
Services under this task order are deemed as Mission Essential. Mission Essential services may require performance under all circumstances to ensure the protection of life, health, and safety of individuals. Notwithstanding any other clause of the contract, the contractor shall be responsible to perform those services identified as Mission Essential during crisis situations, as identified by the COR or Contracting Officer. In the event the contractor anticipates not being able to perform any of the Mission Essential services identified in the task order during a crisis situation, the contractor shall immediately notify the Contracting Officer, the COR, and any other designated representative and use its best efforts to cooperate with the Government in the Government’s efforts to maintain continuity of operations.
Unscheduled call-in support is not required; however, the Contractor shall coordinate with the COR to determine the appropriate contractor staff preparedness level to address emergency needs that may arise outside of normal business hours. This PWS shall not be interpreted as a service level agreement (SLA) that requires unplanned support outside of normal business hours.
The Government reserves the right in such crisis situations to use federal employees, or contract support from other contractors for Mission Essential services. The contractor shall segregate and separately identify all costs incurred in continuing performance of Mission Essential services in a crisis situation. The contractor shall notify the Contracting Officer of the costs within thirty days after continued performance has been directed by the Contracting Officer. The contractor shall include this paragraph as a clause in subcontracts.

3.2 Post-Fire
