About this file

This is a Schedule document outlining three Contract Line Item Numbers (CLINs) for valve and intake inspection and repair work at a facility in Toledo, OH for NOAA. CLIN 0001 requires underwater inspection of an isolation valve and valve stem in a confined space, including documentation through photos/videos and potential simple repairs like bolt replacement. If complex repairs are needed, the contractor must manually close the intake and provide a Condition Found Report (CFR) with repair estimates.

CLIN 0002 is an optional line item reserved for funding work based on approved CFRs, with final approval required from the Contracting Officer. CLIN 0003 involves closing and dewatering the well, connecting a pipeline to an 8" valve, flushing the system, and using air/water to locate potential breaks. This CLIN requires having a boat with diving capabilities to locate pipe ends and breaks, marking locations with GPS, and having 8" repair clamps available for accessible repairs. Photo or video documentation is required for any damage found.

0001
Dive down in a confined space to inspect the isolation valve and valve stem to determine why the valve won’t close. Provide underwater photos and/or video to document damage and findings. Repair the valve stem connection if the repair is relatively simple such as installing a new bolt if the existing bolt sheared off. If not a simple fix - manually close the intake with a pipe wrench so water can be removed from sump and submit a Condition Found Report (CFR) and estimate for repair of the valve stem so that the valve can be opened and closed from above the gauge house floor with the existing latch.

Pump air along with water into the intake to attempt to locate where the break is and flush out pipe. Have a boat on site with diving capabilities to that while the intake line is being flushed, a diver can be deployed to locate the end of the pipe and any breaks that are detected along the pipe. Mark the end of the pipe and any leaks found using GPS. Have a minimum of two 8” repair clamps on hand to repair the pipe if a break is found and is accessible. Provide photo or video documentation of any breaks or damage found.
