About this file
This is a Schedule B Pricing Request for Proposal (RFP No. 250000003105) issued by the Michigan Department of Health and Human Services (MDHHS) for Juvenile Justice Transportation Services. The contract covers transportation services for youth over a 2-year and 9-month period from January 1, 2026, to September 30, 2028, with three distinct contract years. The annual award amounts increase from $125,000 in the first year to $185,000 in years two and three, with a total maximum award of $495,000. The estimated number of clients to be served ranges from 202 in the first year to 270 in the subsequent years.
The pricing structure allows bidders to propose an hourly rate for transportation services, with additional reimbursement for actual transportation costs such as mileage and meals. Reimbursement for mileage will be calculated from the contractor's home or business location to youth pick-up and drop-off sites, with meal reimbursement available for transportation assignments lasting four or more consecutive hours. The proposal requires bidders to submit detailed pricing information, including proposed unit rates and estimated units, with strict instructions to ensure that total proposed amounts do not exceed the maximum annual award. Contractors will be reimbursed at the state-approved premium rate or their usual employee reimbursement rate, whichever is less.
