About this file

This document is a Bidder Q&A file for Request for Proposal (RFP) No. 250000003105, issued by the Michigan Department of Health and Human Services (MDHHS) for Juvenile Justice Transportation Services. The RFP details transportation services for youth referrals, with specific requirements for client transport, including one client per trip. The document outlines key operational procedures such as referral acceptance within 24 hours, RDSS training requirements (offered every two years), and protocols for handling specialized situations like youth with tethers or potential restraint incidents.

The Q&A document provides critical operational insights, including how transporters should handle youth with electronic monitoring devices, report restrictive procedures, and manage referrals. Transporters are not responsible for placing or monitoring tethers but must report any issues to the assigned caseworker. The transportation service will cover trips to secure facilities, with routes and specific details determined at the time of referral. The contractor must be prepared to document and communicate any incidents or special circumstances during youth transportation, maintaining close communication with MDHHS caseworkers throughout the process.
