About this file

This is a Schedule B Pricing Matrix form for a Request for Proposal issued by the State of Michigan's Department of Natural Resources (DNR) for RFP 180000002055 regarding site preparation and mulching services at the Tree Improvement Center. The primary scope of work involves slash and brush removal with timber processing and removal across approximately 29 acres, which represents the primary evaluation scenario. The proposal requires contractors to submit pricing in a modifiable format (Microsoft Word or Excel) through the Buy4Michigan website, with an option to provide an additional non-modifiable format submission. Failure to complete the pricing matrix as requested may result in proposal disqualification. The DNR has also requested alternate pricing for two contingent scenarios: felled trees and standing brush without timber removal, and standing timber and brush, should acreage remain unfinished following the timber sale.

Contractors must provide comprehensive pricing that covers all costs associated with satisfactory completion of the scope of work by the appointed completion date, including all incidentals, one-time charges, setup fees, and any additional costs such as shipping, handling, or palletizing. Contractors are encouraged to offer quick payment discount terms by specifying a percentage discount if payment is received within a stated number of days after invoice receipt, excluding processing time. Award of contract will be granted to the lowest responsive and responsible bidder, provided the bid does not exceed available funding. The State intends to preserve the full original scope of work but reserves the right to decrease the scope and corresponding payment. Contractors must certify that pricing was developed independently without consultation or agreement with other contractors.
