This is a Statement of Work (Schedule A) document for a Request for Proposal issued by the State of Michigan Department of Natural Resources (DNR) for Wallet ID holders designed for Hunter Educational Programs. The DNR seeks bi-fold wallets with key rings to serve as identification holders for Hunter Education graduate students, enabling them to carry hunting certificates and licenses in the field. The wallet specifications include 600 denier polyester material in black and orange, measuring approximately 4-1/4" W x 6" H when open and 4-1/4" W x 3" H when closed, with a hook-and-loop closure, an interior clear identification window, zipper coin pocket, exterior front pocket, and a metal key ring. The Hunter Education Logo and "Michigan Hunter Education Graduate" text must be silk-screened on the front in blaze orange. The first shipment was required to be received and invoiced by September 30, 2019. Contractors must submit product samples by the bid due date to DNR Procurement in Lansing, Michigan. Pre-production requirements include contacting the DNR Project Manager within 5 business days of contract execution, obtaining final design approval, and submitting pre-production samples within 10 business days of approval.

The contract requires all deliveries within 30 calendar days from the order date, F.O.B. destination with all transportation costs paid by the contractor, and utilizes delivery orders as the authorizing document. Pricing is firm for 365 days from the effective date, with adjustments requiring written justification supported by cost documentation and subject to mutual negotiation. The contractor must appoint a dedicated service manager or product representative available during business hours (8 am to 5 pm EST) to manage State inquiries, implement internal controls approved by the Department of Technology, Management and Budget (DTMB) Procurement to verify orders, and optimize packaging for lowest freight rates with standard pallet shipments. The State reserves the right to inspect and test deliverables within 30 calendar days of receipt, with contractors required to cure any deficiencies at no additional cost within 10 business days or face order cancellation and potential recovery of cure costs plus a 10% administrative fee.

The Contractor must respond to each requirement or question and explain how it will fulfill each requirement. Attach any supplemental information and appropriately reference within your response.

BACKGROUND

The DNR provides safety courses for various outdoor recreational activities, including Hunter Education. Hunter Education provides individuals the opportunity to learn safe hunting techniques, firearm handling and hunter ethics. Upon successfully completing the coursework, each student is provided a certificate which enables him/her to purchase a hunting license. Per legal mandate, an individual must carry hunting, trapping or fishing license(s) at all times while sporting. The individual must exhibit the license(s) upon the demand of a conservation officer/law enforcement officer. An ID wallet will allow the Hunter Education graduate student to carry and exhibit both the certificate and license while in the field.
