About this file
This is a Statement of Work for Request for Proposal 270000000140 issued by the Michigan Department of Transportation (MDOT) for septic tank and vault pumping services at Grand Region rest areas and roadside parks. MDOT operates 12 rest areas and 12 roadside parks across eight counties (Allegan, Barry, Ionia, Kent, Lake, Mason, Mecosta, Montcalm, Muskegon, Newaygo, Oceana, and Ottawa) that require regular septic tank and vault toilet pumping to prevent overflow and maintain clean, healthy, and safe environments for motorists and visitors. The contract will be for a three-year term with two one-year renewal options, and multiple contracts may be awarded from this RFP. Services will be requested on an as-needed basis, and contractors must complete each request within 24 hours of contact by MDOT's Program Manager. Bidders are not required to bid on all locations and should provide pricing only for counties and locations they can service.
Contractors must meet mandatory minimums including EGLE licensure for septage waste servicing and properly licensed waste vehicles. Pricing is firm for 365-day periods with adjustments permitted only upon documented evidence of cost changes and mutual agreement. Payment terms are Net 45 Days unless the contractor offers quick payment discount terms, and all payments will be made via Electronic Funds Transfer (EFT). Contractors must dispose of septage waste through EGLE-authorized receiving facilities or via permitted land application, and must submit copies of waste facility receipts with invoices. The contractor is responsible for providing backup equipment in case of mechanical breakdown and must attend MDOT-requested meetings. Late or improper completion of contract activities will result in liquidated damages of $500.00 plus $50.00 per day for each day the contractor fails to remedy the deficiency.
