About this file
This is a Statement of Work for Request for Proposal No. 210000002583 issued by the State of Michigan's Lottery division for an upgrade to the Lottery Building Network Cabling project. The project scope involves replacing existing Cat-5 local area network cabling throughout the Michigan Lottery building with upgraded Category 6 or higher cabling to provide a robust high-speed network infrastructure. The project requires installation of approximately 640 network cable drops across four building floors, with each drop requiring two connections (labeled A and B) from floor datacom closets to office areas via ceiling runs and conduit poles. The installation includes new patch panels in datacom closets, network jacks in all offices, and all necessary patch cables. Contract activities must commence within 14 business days of order receipt, with installation completion required no later than January 31, 2023. The contractor must remove and dispose of existing exposed Cat-3 and Cat-5 cabling from ceilings during the project. All network cabling must be fully tested and certified per Cat-6 specifications with test reports and network diagrams provided upon project completion. Key requirements include on-site Key Personnel available from 8:00 AM to 5:00 PM during installation, attendance at a kick-off meeting scheduled within 14 calendar days of contract award, and compliance with all TIA/EIA-568 network cabling standards and applicable building codes.
Pricing is firm for the entire contract length with adjustments permitted only for documented changes in actual contractor costs subject to 30-day review periods by both parties. The State will process payment via Electronic Funds Transfer through the SIGMA VSS system, with monthly invoices submitted to the designated program manager. The contractor must provide installation warranties including repairs for failed testing or installation damage, with warranty details and third-party manufacturer information clearly documented. Liquidated damages of $5,000 plus $250 per day apply for late or improper completion, and $500 to $1,000 per individual per day apply for unauthorized or untrained Key Personnel changes. Background investigations are required for all contractor personnel assigned to the project, with costs borne by the contractor. The contractor must provide comprehensive organizational charts, subcontractor disclosures, security procedures, and quality assurance programs. Final acceptance occurs when all cabling is complete, tested, and documented with reports provided to the State, followed by a final walkthrough by Lottery personnel.

BACKGROUND
The Michigan Lottery building will have the building HVAC system replaced over the next several months. As part of this project, Lottery is seeking bids to replace existing Cat-5 local area network cabling throughout the building. The existing cabling is 25+ years old and all office areas do not currently have sufficient network capabilities. Seeking upgraded cabling to provide Lottery with a robust high-speed network infrastructure. Existing cable will require removal and disposal by the bidder.
SCOPE
Each of the four Lottery building floors will need network cable run from the floor datacom closets to the office areas to saturate the space with sufficient network drops, for current staff and future expansion. Cable will need to be run in the ceiling and be dropped down to office cubicles via conduit poles. Installation to include new patch panels in the datacom closets. Installation to include all necessary hardware for network jacks in all offices. All office patch cables should be included (jack to computer) and closet patch panel cables (panel to network switching gear).
Project includes the removal of old exposed cat-3 and cat-5 cabling from ceiling [does not include removal from walls and other unexposed structures] during HVAC reconstruction.
Some recent Cat-6 cable runs may exist in certain areas of the building and this will be designated out-of-scope. This will be included on network diagrams and discussed with the contractor.
REQUIREMENTS
Network cable must be run from floor datacom closet to wall jacks in each office/cubicle. Each wall jack to have two (2) drops, labeled A and B. All network drops must be documented (preferably on an office diagram) and labeled at each end of cable run. All network cabling must be fully tested and certified per cable specifications after installation. A report of each cable test should be provided at the conclusion of the project.
Contract to include removal and disposal of as much old cabling that can be harvested from ceiling during project. It is not expected that contractor will remove all old wiring from walls, columns, or out-of-scope areas of the building.
**Office layout diagrams will be provided at the pre-proposal meeting and can be requested via email from solicitation manager prior to the pre-proposal meeting.
