About this file

The Design Criteria Package for ITN-2024-9000 is a comprehensive document issued by Volusia County Schools (VCS) for the design and construction of a new K-8 school facility in DeBary, Florida. The project calls for a two to three-story school on a 20-acre site, with a design capacity of 1,325 student stations and approximately 154,364 gross square feet. The document provides detailed design criteria, facility requirements, and specifications for the school, including guidelines for site development, building design, electrical and mechanical systems, technology infrastructure, and food service equipment. The project emphasizes creating a modern, energy-efficient, and technologically advanced 21st-century learning environment, with specific requirements for architectural design, security features, and educational spaces.

The design criteria package outlines extensive technical specifications for the school's construction, including requirements for materials, finishes, electrical and mechanical systems, and specialized educational spaces. The project must comply with State Requirements for Educational Facilities (SREF) and meet one of three green building standards: Green Globes, LEED, or Florida Green Building Coalition. The facility will include comprehensive features such as a gymnasium, media center, cafeteria, art and music rooms, technology resource centers, and specialized learning spaces for different grade levels. The document provides detailed equipment lists, including everything from kitchen appliances to technology infrastructure, with specific electrical, plumbing, and technological requirements. The school is designed to be adaptable, with provisions for future expansion and flexibility in space utilization.

5. VCS K-8 School Design Criteria Standards

These Design Criteria Standards for this K-8 School support the vision and mission of Volusia County Schools, and are intended to meet the requirements prescribed by Florida Statutes, the Florida Building Code, applicable Federal requirements, and the State Requirements for Educational Facilities (SREF). They are to be incorporated into all new construction and comprehensive renovation projects.

A Draft facilities list will be issued for each project which will include required spaces, space sizes, space quantities, and school capacity.

All projects will be designed to one of the three state mandated green building standards:

Green Globes, LEED, or Florida Green Building Coalition. Projects are not required to be certified by the green building entity, but A/E’s must submit a checklist and a signed letter demonstrating that the campus meets minimum compliance.

A. Site

1. Master plan the school site: to provide for the most efficient and effective use of school facilities during both school hours and after hours use. The cafeteria, gym and media center are frequently used after hours. Locate these spaces adjacent to parking areas. Provide interior and exterior entrances to these spaces.

2. Locate the school on the site: to provide a strong sense of entry and an easily identifiable front door.

3. Orient new buildings: to take advantage of natural light and to reduce solar heat gain where possible.

4. Site Security: Site security will be achieved through passive features addressed in Crime Prevention through Environmental Design (CPTED), and through active features such as fencing, walls, and monitoring systems. Locate buildings to provide a “secure edge” to the front of the campus and to maximize school security by limiting unauthorized entry during and after school hours. The exterior of the building will not have “natural ladders”, blind corners, or hidden areas where security would be difficult. Provide zoned exterior lighting to allow for security during afterhours events.

5. Fencing:

a. Perimeter Fencing – Provide continuous 6’ high black vinyl coated chain link fencing at the side and back property lines of the site, as well as around bike racks, kindergarten play areas, and wet retention ponds. Gates accessing adjacent, privately owned parcels will NOT be allowed. Gates to adjacent community parks will be allowed with VCS approval. To foster a community friendly presence, the front property line is not normally fenced.

b. Interior Site Fencing - Provide 6’ high black vinyl chain link fencing between the parking lot and adjoining play fields. Provide 6’ high black vinyl chain link fencing between perimeter buildings.

c. Gates – Maintenance vehicle gates will be a pair of 6’ wide gates, minimum, with a vertical rod and keeper. All pedestrian egress gates will be self-closing and latching, with a panic bar and a lockset, and should be configured such that they may not be opened from the outside by “reaching through”. Remotely located gates will not be self-closing and will have a hasp.

6. Bus Loop and Parent Loop:

a. The bus loop and the parent/student drop-off loop will have separate entrance and exit drives. Drives will be curbed as required to enforce orderly movement and stacking of vehicles. Provide gates at the entrance and exit drives which can be secured after hours. The two-lane bus loop shall be sized to fit the specific school need.

b. The two-lane parent pick-up/drop off loop should be sized to accommodate a vehicle count equal to 15% of the planned school capacity measured from the street entrance to the pick-up/drop off point, using 20’ as the spacing for each vehicle.

c. Provide a minimum of 80’ of walkway canopy at both the parent pick-up area and the bus drop-off area with continuous walkway canopy to the building entrances. Provide 14’ minimum clear height at the bus loop canopy for bus clearance.

7. Parking: Provide one (1) paved parking space for each staff member, ten (10) visitor’s spaces, and accessible spaces as required by the Florida Building Code.

Provide one-hundred fifty (150) total spaces minimum, 1 Handicap parking space per twenty-five regular spaces.

a. Parking Space Sizes:

1) Standard Parking Spaces - 9’ x 20’.

2) Compact Parking Spaces - 8.5’ x 16’. Use for up to 30% of parking. Identify compact spaces with signage or pavement marking.

3) Handicap Parking Spaces – 12’ x 20’ w/ 5’ wide access aisles.

b. HC Parking spaces will be located as close as possible to the main entrance.

c. Wheel stops will only be used where needed to control traffic cutting across parking lot areas and to prevent vehicles from overhanging sidewalks and landscape areas.

d. Overflow parking onto lawn areas will be facilitated by the strategic placement of dropped curbs.

e. Provide traffic signs and pavement markings to clearly indicate traffic flow.

8. Sidewalks and Pedestrian Access: Provide 5’ minimum wide sidewalks to:

connect public sidewalks to the school entrance, connect parking lots to building entrances/exits, provide pedestrian access between all building entrances/exits, provide access to the covered play area, playgrounds, and the play courts. Provide 8’ - 10’ wide sidewalks at the bus loop and the parent loop loading areas only.

a. VCS will construct sidewalks on non-VCS property only where sidewalks are missing in the adjacent right of way and are needed to provide pedestrian access to school.

b. Sidewalks may be provided to connect to an adjacent park when there is a written community agreement.

c. Limit sidewalks crossing drives to where they are absolutely necessary.

Provide a crosswalk at these locations.

d. Walkway canopies will provide one covered path of travel to all occupied buildings. Temporary walkway canopies will be provided to portable classrooms where required by SREF.

9. Bicycle and Skateboard Racks: Provide secure parking for bicycles for 5% of the student enrollment. Verify bicycle ridership and increase up to 10% maximum as needed for schools with a high number of bike riders. Provide one (1) skateboard rack. Locate in an area that can be seen through a window by school staff throughout the day.

10. Signage:

a. Marquee Sign

b. Traffic Signs – All code required traffic signage will be shown on the site plan.

c. Safety Signs – VCS standard safety signage will be shown on the site plan.

11. Site Furnishings – Provide the following site furnishings:

a. Six (6) benches under the walkway canopy at the parent loop pickup area.

b. Six (6) benches under the walkway canopy at the bus loop pickup area.

c. Twelve (12) site trash cans should be strategically located around the campus.

d. Eight (8) picnic tables at outdoor dining.

12. Loading Area: Provide a curb ramp for palletized supplies and hand trucks to the

Kitchen and Custodial Receiving. Provide loading space for two trucks, one truck is 55’ long. Provide a can wash. Provide a concrete block enclosure for two (2) dumpsters with solid panel gates and hasp. Locate dumpsters within 100’ of Loading Area. Screen food service and delivery areas from public areas.

13. Landscaping: Develop landscape and irrigation plans for each site. Locate trees to provide shading of the outdoor and play areas. Use generously sized curbed landscaped islands to provide shade and to mitigate the “heat island” effect of large parking areas. Do not use narrow landscape strips between rows of parking.

B. Future Expansion: All schools will be designed to allow for future flexibility. Design classrooms to allow for a four-classroom addition. Show an area on the site for 12 future modular classrooms with safe access to the permanent buildings. Do not use the playfield or other PE required spaces.

1. Administration: Locate Administration at the main school entrance with the General Administration Reception acting as the single point of access and reception for parents and visitors during school hours. The administrative offices will incorporate the following spaces:

a. Main Entrance/Lobby – This space shall allow free passage in and out of the main building during entry and dismissal, but the doors will be locked during the school day. A single door entry will direct all parents and visitors into the general administration reception.

b. General Administration Reception – Connect to the Main Entry/Lobby and locate to provide good surveillance of the school entrance. Provide lockable doors between General Administration Reception and the remainder of the administration suite. Provide “Additions” sign-in along with a kiosk area with another computer for student registration.

c. Conference Room – Size to accommodate 10 persons, and locate near the General Administrative Reception.
