About this file

This is a Scope of Work document for the Maine Air National Guard's 101st Civil Engineer Squadron Fire Department located in Bangor, Maine, detailing the purchase and installation of a Self-Contained Breathing Apparatus (SCBA) air compressor system. The project requires the contractor to remove the existing SCBA compressor and install a new compressor meeting specific technical requirements, including delivery, installation, electrical hookup, and training services. The compressor must be rated at 6000 PSI with 20 horsepower, operate on 120/208 volt three-phase electrical service, and deliver 25.5 cubic feet per minute with a purification system capacity of 84,000 standard cubic feet. The installation package includes a four-cylinder filling station with rotating fill capability, a controller with high temperature, low oil, carbon monoxide, and dew point monitoring with safety shutoffs, and an ASME-compliant storage rack for four cylinders with all necessary high-pressure lines and hardware. The document was prepared on August 18, 2010, with CMSgt. James Winchenbach designated as the Contracting Officer Representative.

The compressor system must comply with NFPA 1989 standards and the Buy American Act requirements. No government-furnished equipment is provided, and the contractor bears responsibility for ensuring all activities meet or exceed U.S. Environmental Protection Agency requirements. The contractor is required to submit the equipment specifications and plans to the Contracting Officer Representative for review and approval prior to installation. Bidders are expected to have examined all available specifications and drawings and conducted a physical survey of the site, with any failure to do so not relieving the contractor of obligations to complete a fully finished installation. No specific pricing information, award dates, or contract term details are included in this scope of work document.
