1.2 Introduction
The Consolidated Appropriations Act of 2026 (P.L. 119-75) appropriated $9,000,000 “for grants to growth accelerators to assist entrepreneurs to start and scale their businesses.” The funds will be administered under the Supply Chain Acceleration and Logistics Enablement (SCALE) Program.
1.3 Background
Since its inception in 1953, the U. S. Small Business Administration (SBA or Agency) has served to aid, counsel, assist and protect the interests of small businesses. While SBA is best known for its financial support of small businesses through its many lending programs, the Agency also provides funding to organizations that deliver technical assistance in the form of counseling and training to small business concerns and nascent entrepreneurs to promote the development and commercialization of technologies critical to economic and national security.
SBA’s Office of Investment and Innovation (OII) supports U.S. growth-oriented small businesses and startups by administering federal investment and innovation programs, overseeing policy and compliance, and leading government-wide coordination of the Small Business Investment Company (SBIC) Program, Small Business Innovation Research (SBIR) and Small Business Technology Transfer Research (STTR) Programs, the SCALE Program, the Federal and State Technology (FAST) Partnership Program, and the Regional Innovation Cluster (RIC) Program.
1.4 Purpose and Goals
The SCALE Program supports organizations that help small businesses overcome operational, technical, workforce, and market access barriers that limit their ability to participate and grow as suppliers within strategically important industries.
Through technical assistance, industry engagement, and other implementation focused activities, SCALE helps small businesses address identified supply chain constraints, strengthen supplier readiness, improve production capability, and expand participation in strategically important supply chains.
Through this program, SBA seeks to:
• Accelerate Small Business Supplier Development: Improve the readiness, production capability, market access, and growth of small businesses participating in strategically important supply chains.
• Address Supply Chain Constraints: Support efforts that address demonstrated supply chain bottlenecks, vulnerabilities, supplier gaps, and barriers to supplier participation and growth.
• Expand Small Business Participation: Expand participation of small businesses within strategically important supply chains.
• Deliver Measurable Results: Generate measurable improvements in small business supplier readiness, supply chain participation, and small business growth.
• Improve Industrial Coordination: Strengthen coordination among industry, workforce, technical assistance, and other partners supporting supplier growth and supply chain participation.
1.5 SCALE Industry Supply Chain Priorities
Applicants must focus on one of the strategically important industry supply chains below:
• Advanced Manufacturing
• Biotechnology and Biomanufacturing Supply Chains
• Defense Industrial Base Technologies and Components
• Energy, Critical Materials, and Industrial Inputs
• Food Supply and Agricultural Systems
• Transportation, Logistics, and Industrial Infrastructure
Eligible activities may support a range of supply chain challenges and are not limited to any specific technology, product, or production process.
1.6 SBA Involvement and Oversight
A designated Grants Officer Technical Representative (GOTR) within OII will be responsible for overall monitoring and oversight of Award Recipients of this Notice of Funding Opportunity (NOFO), including compliance with the grant. A designated Grants Management Officer within the Grants Management Division (GMD) will be responsible for issuing the Notice of Award, making modifications to the award, and processing payments.
1.7 Changes or Cancellation
SBA reserves the right to amend or cancel this Announcement, in whole or in part, at will and at the Agency’s discretion. Should SBA make material changes to this Announcement, the Agency will extend the Closing Date as necessary to afford Applicants enough opportunity to address such changes.
Section 2 – Award Information
2.1 Funding Information
Funds provided under the SCALE Program must be used solely for the purposes stipulated in this Announcement and the Notice of Award and may not be commingled with any other monies. All costs proposed in an Applicant’s budget must meet the tests of allowability, allocability, and reasonableness set forth in the applicable Office of Management and Budget (OMB) cost principles (2 C.F.R. 200, Subpart E). SBA will not reimburse Applicants for their proposal preparation costs.
SBA expects to issue no more than $9,000,000 in total new FY 2026 SCALE awards utilizing funds made available by the Consolidated Appropriations Act, 2026 (P.L. 119-75).

Each Applicant is required to submit its proposal electronically via www.grants.gov no later than 4:00 p.m. Eastern Time on August 7, 2026. DO NOT WAIT UNTIL THE CLOSING DATE TO BEGIN THE SUBMISSION PROCESS. Applicants bear sole responsibility for ensuring their proposals are submitted and received before the closing date.
SBA will consider the date and time stamp on the validation generated by Grants.gov as the official submission time. A proposal that is not received by Grants.gov before the closing date of this Announcement will be rejected without being evaluated, unless the Applicant can clearly demonstrate through documentation obtained from Grants.gov that it attempted to submit its proposal in a timely manner but was unable to do so solely because of Grants.gov systems issues. Additionally, SBA will not accept any changes, additions, revisions, or deletions to applications made after the closing date.
Applicants should save and print written proof of an electronic submission made at Grants.gov. If problems occur, the applicant is advised to (1) print any error message received; and (2) contact Grants.gov for immediate assistance. 5.1 General
Applications will be rejected without being evaluated if they are submitted by ineligible organizations or are materially incomplete due to an Applicant’s failure to include all required forms and/or provide the required level of detail.
http://www.grants.gov/ http://www.grants.gov/web/grants/support.html
Disclosure of SBA Financial Assistance: Applicant must disclose in the application if it currently holds any other financial assistance awards from SBA or has any other applications for SBA financial assistance awards still pending. If it does, the Applicant must identify how it will avoid duplication of efforts, commingling of funds, and overlapping or double claiming of costs among those projects. Applicants must treat each SBA project as separate and discrete with individual outcomes and deliverables and provide distinct reporting, accounting, and audit trails for each application and award.
Failure to sufficiently distinguish between multiple applications from the same organization, or between an application and one or more current SBA awards, may result in rejection of an application on the ground that it is duplicative of proposed or existing efforts.
5.2 Evaluation Criteria
All timely, materially complete applications received from eligible organizations will be evaluated in accordance with the criteria listed below.
Technical Approach (Not to Exceed 5 Pages) – 80 points
1. Supply Chain Challenge(s) and Opportunity (20 Points) Applicants will be evaluated on the thoroughness of understanding and provided details of the identified supply chain challenge and the quality of supporting evidence. Reviewers will consider:
• The use of quality and relevant qualitative and quantitative data describing the supply chain constraint, supplier gap, production bottleneck, or other challenges.
• Understanding of the affected small businesses.
• The extent to which the applicant demonstrates the identified challenge affects small business participation, supplier development, or supply chain performance within the selected priority area.
2. Small Business Support Programming (45 Points)
Applicants will be evaluated on the quality, feasibility, and anticipated impact of the proposed approach and alignment of partnerships with proposed approach. Reviewers will consider:
• Alignment between the identified challenge and proposed activities.
• Completeness of description of specific activities that will be included in small business support and how they will meet program goals, including improving supplier readiness, production capability, market access, or participation in targeted supply chains.
• Clarity of anticipated outcomes.
• Relevance of partnerships to identified small business, supply chain challenges, and programming delivery.
• Clarity of partner roles and responsibilities.
• Completeness of description of participant recruitment plan and how small business support programming will be implemented.
3. Key Milestones and Outcomes (15 Points) Applicants will be evaluated on their ability to establish a two-year project milestone plan with anticipated, quantified outcomes. Reviewers will consider:
• Alignment between milestones, project objectives, and clarity of identified key deliverables.
• Reasonableness of anticipated project outcomes within the proposed timeline.
5.2.2 Organizational Qualifications (Not to Exceed 5 Pages) – 20 points
1. Organizational Mission and Long-Term Project Viability (4 Points) Applicants will be evaluated on the clarity and completeness of their organizational mission and plans for the long-term viability of program. Reviewers will consider:
• Organizational mission, structure, and history.
• Description of plans to support continued operation of the program after the completion of the grant period of performance.
2. Project Team and Management Approach (4 Points) Applicants will be evaluated on the relevance of their project team qualifications to the proposed project and their overall management approach. Reviewers will consider:
• Qualifications and experience of the project team and its alignment with small business support and proposed project outcomes.
• Organizational capacity, management systems, and internal processes necessary to successfully execute the proposed project.
3. Data Collection, Reporting, and Performance Management (4 Points) Applicants will be evaluated on their ability to collect, manage, analyze, and report program data and metrics. Reviewers will consider:

• Experience reporting performance data and outcomes.
• Ability to submit required SBA reports.
• Methods for validating project outcomes.
• Use of performance data to inform program management and continuous improvement.

• Ability to coordinate across industry, workforce, technical assistance, commercialization, and other community partners.
• Experience managing comparable programs or projects.
5.3 Review and Selection Process
SBA will be evaluating the efficiency and effectiveness of the proposed use of grant funds;
SBA will show preference for proposals that maximize funds leading to greater outcomes.
Pursuant to Executive Order 14332—Improving Oversight of Federal Grantmaking, dated
August 7, 2025, all else being equal, SBA will provide preference to organizations with lower indirect costs.
Applications that are not rejected by Grants.gov or SBA’s screening process will be evaluated by teams of reviewers and scored based on how well they meet the criteria outlined above. These reviewers may be SBA employees, employees of other federal agencies, or relevant external experts or stakeholders.
The maximum score any application can receive is 100 points. Prior to evaluating applications, SBA will establish a minimum acceptable score. Only those applications that meet or exceed that threshold will be eligible for funding. Applicants are therefore encouraged to design proposals that address each of the scoring criteria listed above as thoroughly as possible.
In the interest of providing SCALE Program services to as broad a segment of the small business community as possible, SBA will consider the overall portfolio balance when making award decisions. An application that exceeds the minimum acceptable score and which scores more highly than other acceptable proposals may nevertheless be passed over for funding if that application proposes to serve the same or substantially the same industry or market as another acceptable application that was selected for award.
All Applicants that are recommended for funding will undergo a risk assessment evaluation. This assessment will examine an organization’s history of performance including:
• The Applicant’s record in managing federal awards.
• Ability to effectively implement statutory, regulatory, or other requirements imposed on Non-
Federal Entities.
• Verification of an Applicant’s conflict of interest policy (must be consistent with the requirements of 2 C.F.R. 2701.112 addressing procedures for ensuring its employees, consultants and contractors do not assist clients in which they, their principals, or their immediate family members have a financial interest or fiduciary duty and for ensuring its employees, consultants and contractors do not use their role in the project as a means of marketing their outside services to project clients).
Section 6 – Award Administration Information
6.1 Award Notification
All applicants selected for awards will receive written notification. If your organization is selected for an award, you will be given instructions on how to register with GrantSolutions to access and sign your award. 6.3 Reporting
All applicants are required to submit the reports identified below. SBA may withhold payment if reports are not received or are deemed inadequate. Failure to report in a timely manner will also be weighed against future applications for cooperative agreement or grant funding from the same organization and the exercise of any option periods. The reports provided by Recipients may be made public. In addition, SBA reserves the right to require Recipients to post these reports on their websites.
