About this file

This is a Register of Wage Determinations under the Service Contract Act issued by the U.S. Department of Labor's Employment Standards Administration, effective December 3, 2025 (Wage Determination No. 1996-0223, Revision 68). The determination applies nationwide to the continental United States and Hawaii and covers employees engaged in removal of oil spills, hazardous waste materials, and related cleanup services.

The document establishes prevailing wage rates organized by four geographic regions: Midwest (Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio, South Dakota, Wisconsin); Northeast (Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Puerto Rico, Rhode Island, Vermont, Virgin Islands); South (Alabama, Arkansas, Delaware, District of Columbia, Florida, Georgia, Kentucky, Louisiana, Maryland, Mississippi, North Carolina, Oklahoma, South Carolina, Tennessee, Texas, Virginia, West Virginia); and West (Arizona, California, Colorado, Guam, Hawaii, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, Wyoming). Wage rates are specified for seven occupational classifications: Heavy Equipment Operator (ranging from $32.47 to $37.28 per hour), Laborer ($16.36 to $21.48), Environmental Technician ($31.45 to $35.43), Airplane Pilot ($35.43), and three Truckdriver classifications—Light ($15.38 to $23.72), Medium ($25.95 to $30.56), and Heavy ($27.19 to $32.09)—with rates varying by region. All occupations receive standardized fringe benefits including Health and Welfare ($5.55 per hour standard or $5.09 per hour under Executive Order 13706), vacation accrual (2-4 weeks depending on tenure), eleven paid holidays annually, and Hawaii-specific adjustments. The document includes provisions for uniform allowances ($3.35 per week reimbursement), conformance procedures for unlisted occupational classifications via SF-1444, and Executive Order requirements for paid sick leave (effective January 1, 2017 for contracts awarded after that date) and minimum wage standards ($13.30 per hour under Executive Order 13658 for contracts awarded between January 1, 2015 and January 29, 2022).
