About this file

This document is a Small Business Set-Aside (SBSP) Waiver from the Chief Procurement Officer of Illinois. The waiver is for a contract to provide delivery and rental fees for oxygen tanks to be delivered twice a month, with a total contract value of $6,300. The contract ID is 19-444DHS-DEVDI-B-215, and the anticipated delivery date is July 16, 2018.

The waiver indicates that procurements within the listed set-aside categories must be awarded to small businesses in Illinois, regardless of the dollar value. However, this particular procurement has been granted a waiver from the set-aside requirement, with the justification that the agency determined a small business vendor was not appropriate for this award.

SMALL BUSINESS SET-ASIDE PROGRAM WAIVER

From CPO Notice # 2016.03 August 24, 2015:

The Chief Procurement Officer has established set-aside categories of construction, supplies and services that are set-aside for small businesses in Illinois. Procurements that are within the listed categories must be set-aside for small businesses, regardless of the dollar value of the contracts. Additionally, all purchases under the small purchase threshold are automatically set-aside for small businesses in Illinois.

Use of a Small Business Set-Aside Program Waiver requires agencies to have clear justification why a SBSP vendor was not appropriate for a set-aside award. The following are examples of guidelines that may be considered:
