Will the Government please confirm that Link Budgets, CIAQ, SARs, etc. are required for both the Sustainment and Modernized solutions?
The Government will require all documents for both the sustainment and modernization.
13 6.2.2.1.2
In response to question 67 in file "SBS0026+RFP+QandA_Redacted-2.xlsx", the Government states that, “The SLM-5650Bs are not included in the 12RU allocation.” However, the PWS states that, “The SLM- 5650Bs . . . must fit within the 12 RUs.” Will Government confirm that, “The SLM-5650Bs are not included in the 12RU allocation?”
The response to question #67 was incorrect. The SLM-5650Bs must fit within the 12RU allocation.
L2.2.1 6.5.2
M2.2 Factor 1.4
Paragraph 6.5.2 states: "The PMP shall include a Risk Management Plan and a Quality Control Plan. Paragraph 6.5.2 is shown evaluated under Subfactor 3: "Subfactor 3: Project Management & Operations, Reference PWS paragraph 6.3.1 and 6.5.2 Global Infrastructure Operations, (other PWS Sections; 6.1.2, 6.2.1, and 6.1.4.2.1)"
Paragraph L2.2.1 states: The Risk Management Plan shall be limited to 10 pages and does not count towards the Technical/Management Volume page limit and will be used to evaluate Technical Subfactor 4.
Subfactor 4: Information Assurance still shows the Government assessing the Risk Management Plan (RMP) as part of the IA evaluation and Section L2.2.1 still indicates that the RMP will be used to evaluate Technical Subfactor 4. Given the Government’s response to Question 6 in the Q&A: “The Risk Management Plan is not specific to cybersecurity but should address the vendors plan to mitigate risks to the program as a whole (e.g. workforce changeover, schedules, management)” .
Will the Government clarify the RMP being part of the PMP and Subfactor 3, Paragraph 6.5.2 and yet being also called out in Subfactor 4 and the explicit statement that the RMP will be used to evaluate Subfactor 4: Information Assurance?
The Government response was that the RMP should not only address cybersecurity risks, but all risks associated with the program and how the offereor will address those risks, including cybersecurity risk. The Government intends to review the RMP as part of Subfactor 4 for relevant cybersecurity components.
22 L2.2.1
Section L2.2.1 of AMD02 of the RFP states: "The Project Management Plan (PMP) shall be limited to 20 pages." The Government is requesting a draft PMP of 20 pages, 10 pages of which shall compose the Risk Management Plan and the other 10 pages are to include a Quality Control Plan (QCP) and OV-1 diagram and describe a comprehensive management approach that explains how the offeror will manage global infrastructure operations as described in PWS 6.1.2, 6.2.1, and 6.1.4.2.1” per the evaluation specification under Subfactor 3: Project Management & Operations, which includes a description: that clearly outlines an overview of infrastructure sizing and our ability to scale based on customer demand and addresses NOC engineering, network services, expertise in iDirect, and Asset Management and Logistics Support processes.
1. What is the page count for the QCP?
2. Will the Government increase the page count for the PMP given that the 10-page RMP and QCP (pages TBD) are part of the PMP and the PMP is expected to provide substantial/comprehensive content that the Government may use to evaluate a Contractor’s approach to management?
The Government has increased the PMP page count to 25 pages to account for the QCP.
However, there is no page limit on the QCP.

Table 4
As a part of Amendment 2, the Government updated Attachment 1, Section B, to include separate CLINs for Afloat and Carry-On SATCOM Terminals, but there is no indication of the number of terminals by region estimated for Afloat vs. Carry-On. Will the Government update PWS Section 6.2.1.1.2 Table 3 and Table 4 to indicate the estimated # of terminals for small, medium, large ships, and Carry-On units by region?
Afloat terminals by region are specified within the PWS Section 6.2.1.1.2 & 6.2.1.1.3. Carry-on's are not specified per-region because they are not pre-determined and are operational need only. Carry- On SATCOM Kits will be deployed on an as-needed basis and should be price per-subscription.
