14-Aug-201Can the Government please clarify the language included under Addendum to 52.212-1(a) Factor 2: Price, (1) Relative Importance of Factors: “Government currently has funds available in the amount of: $50,000.00/year.” Is this inclusive for the terminal and service fees or is this different from the terminal lease fees and associated Pay As You Go managed service?The Government confirms that the $50,000/yr would be inclusive of both the terminal and services. The Government requests either an amortized terminal price or leased terminal price to be included with the proposal.
14-Aug-202Is the intent for the VoIP service only to allow the vessel the ability to call the vendor’s NOC for troubleshooting purposes? Or does the Government wish for full PSTN services with a DID?The Government requires full PSTN services to make and receive phone calls ship-to-shore and shore-to-ship. PWS 6.2.3.1 has been revised to further define the required VOIP services. Note: FAR 52.212-2 Addendum is also revised to remove some of the original/expanded text from the PWS. Evaluation remains as previously described, where proposed CIR impacts tradeoff evaluation.
14-Aug-203Section A – Solicitation/Contract Form, Addendum to 52.212-2(A), a.(c) Subfactor 3 has the incorrect PWS number listed; it says that Required Space Segment Capacity is PWS 6.2.3.2 but in the PWS it is 6.2.1. Can the Government please correct the PWS numbers listed in Section A?The Government will correct the PWS numbers for Subfactor 3 to the appropriate 6.2.1 for Space Segment Coverage.
14-Aug-204What is the expected service start date and the period of performance?Period of Performance is anticipated as 9/28/2020-9/27/2021 for the base period. Satellite service is anticipated to start within 120 days of PoP start, based on delivery times for equipment and installation.
14-Aug-205Given that the Government has stated they only have $50,000 to spend per year, does the Government want to ‘cap’ their service as to not exceed $50,000 using a post-paid billing system? Most post-paid subscriptions are tiered through GB allocation (e.g. 100 GB or 250 GB per month) but the Government has not indicated anticipated data usage for the Stiletto Maritime Service.The Government has historically used monthly allotment plans for service under this effort, not a price-capped service. The Government estimates that a 20GB monthly allotment would likely meet the average usage per month.
14-Aug-206Can the Government confirm the number of terminals that require subscription services?The Government confirms that there will be a single terminal.
17-Aug-207PSW [sic] 6.2.2.1 - Subfactor 2, page 43: Will NSWC accept a slightly larger diameter for low-profile antennas up to 36"?The Government has reviewed the available space on the ship, and confirms that a maximum diameter of 36" can be accommodated. PWS 6.2.2.1 and FAR 52.212-2 Addendum (Technical/Management Approach Factor Subfactor 2) are revised accordingly. Note: FAR 52.212-2 Addendum is also revised to reflect the 36" maximum. Evaluation remains as previously described, where proposed equipment characteristics impact tradeoff evaluation.
17-Aug-208PSW [sic] 6.2.2.1 - Subfactor 2, page 43: Does the weight requirement of >80lbs include below deck equipment?Below deck equipment is not included in the weight requirement/maximum. The weight requirement/maximum applies only to the external (antenna) system to be mounted on the mast.
17-Aug-209PWS 6.2.3.1 - Subfactor 1, page 46: Is the Government providing VoIP end user devices or clients? If not, please provide specification for VoIP devices.Contractor's solution must include appropriate VoIP equipment to support making and receiving calls.
17-Aug-2010PWS 6.2.3.1 - Subfactor 1: Does the Government require inbound DID's assigned by vendor?Please see response to Question 2. As a necessity of shore-to-ship calling capability, the Government requires a DID that is assigned by the vendor.
17-Aug-2011PSW [sic] 6.2.2.1 - Subfactor 2: Please provide a mounting template or diagram for the mast or existing pedestal.The Government does not have a diagram available at this time. PWS includes images of current antenna configuration. The prior installed system was a KVH V7. The Government will perform the mounting and any necessary fabrication as needed to complete the installation.
